Department Summary The Office of Contract and Grant Administration (OCGA) is part of the Office of Research Administration (ORA) and supports the $1 billion research program at UCLA by providing leadership, professional guidance and administrative services to faculty, department administrators, and students. Position Summary The Assistant Director for Grants reports to the Director and is primarily responsible for the oversight of the grants team, who is responsible Primary responsibilities include, but are not limited to: 1) manage a team of contracts and grants professionals to define and implement strategies for the efficient review of submitted proposals and the effective negotiation of sponsored awards; 2) expert guidance on complex negotiation issues and consultation regarding overall adherence to federal, state, and private regulations as they apply to a broad range of sponsored activities; 3) participate in content specific and/or system development workgroups that may impact OCGA's sphere of activities and responsibilities; and 4) participate in efforts to formalize standard operating procedures to provide consistency throughout the office. The incumbent will be responsible, as needed, for negotiating, executing, and administering agreements on behalf of The Regents of the University of California.; This position interacts with a variety of campus and system-wide offices to facilitate the management of outgoing subawards. The incumbent functions independently with minimal supervision. High risk or policy exceptions are reviewed with the Director. Must include cover letter and resume to be considered. Salary & Compensation *UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Qualifications 15+ years Experience in a related field or with transferable skills/knowledge. Extensive wide knowledge of different possible scenarios. (Required) Demonstrated ability to conduct comprehensive, detailed analyses of complex policies, regulations, statutes and guidelines and communicate them effectively verbally and/or in writing using understandable layperson terms. (Required) Negotiation skills sufficient to negotiate the terms and conditions of subaward terms under grants and cooperative agreements acceptable to the University. (Required) Demonstrated experience in pre-award and post-award grant and cooperative agreement administration related to various extramural sponsors, including but not limited to Federal agencies, state agencies, non-profit organizations and industry. (Required) Expert working knowledge of the Code of Federal Regulations (CFR); Uniform Guidance (formerly OMB A-21, A-110 and A-133), and Federal Acquisition Regulations to manage subawards consistent with the same. (Required) Working knowledge of University policies and procedures related to research administration (including but not limited to accounting, purchasing, personnel and regulatory compliance) particularly the Purchasing process involved with issuing outgoing subawards. (Required) Solid understanding of the basic concepts and practices employed in the training of large and small groups to ensure trainees at various levels learn effectively. (Required) Experience in planning, developing, implementing and conducting effective training workshops, courses, and conferences to audiences ranging from novice to advance. (Required) Demonstrated ability to make sound decisions and employ effective problem-solving techniques to resolve routine and non-routine matters quickly and successfully. (Required) Ability to manage confidential and sensitive information with appropriate diplomacy and discretion. (Required) Demonstrated ability to work independently and follow through assignments to Demonstrated skill in delivering high quality customer service to a diverse group of colleagues both within the organization and to external customers. (Required) Demonstrated management ability to lead a team toward mission critical goals with a focus on delivering high quality customer service to key stakeholders and fostering integration with other ORA units to achieve the highest levels of organizational performance and success.
