Sr Technical Program Manager - Military Veterans

JOB SCOPE 

 

Responsible for managing all aspects of the most complex and unique, enterprise-wide, multi-discipline technical program(s) involving many projects. Drives delivery of all delivery phases beginning with strategy development in the Initiation phase and continuing through Closure.  Ensures successful integration of intersecting and dependency programs, adjusting scope, schedule and budgets based on the needs of the business with a significant role to align across multiple business units and dozens of teams.  Technical programs may include product launches requiring new technology deployments and transformational network changes, network evolution and expansion, and new/evolving hardware/software platforms and services. This job requires technical aptitude, project/program management expertise, leadership capability, a high level of adaptability, and a firm commitment to success.  The role is recognized as a subject matter expert and delivery leader within the organization.

 


DUTIES AND RESPONSBILITIES

  • Manages Programs and Projects with broad visibility through a combination of personal involvement and contract resource management. Effectively integrates Scaled Agile technical development processes with Critical Path deployment methods.
  • Uses specific knowledge for all aspects of complex and unique technical areas to develop supporting business case, program strategy, and various high-level project plans.  Partners with leadership and technical teams to continually clarify and evolve program strategy.
  • Integrates projects and adjusts scope, schedule and budgets as needed to continually align with changing business needs. Coordinates with multiple project managers and organizations to assemble and drive program plans.
  • Accountable for the development and execution of project management processes and methodologies to ensure delivery of project scope on time and within budget while meeting or exceeding quality standards and customer expectations. Also serves as a subject matter expert to educate and mentor project managers and leaders on best practices to incorporate changes and achieve results in creative and effective ways.
  • Accountable for plans and teamwork assignments, directing work efforts, developing/tracking integrated project plans, escalating and communicating resource needs, ensuring completion of quality reviews, and driving the resolution of issues as appropriate.
  • Responsible for managing all aspects of the design, development and implementation of the technical program.
  • Performs other duties as assigned.

BASIC / MINIMUM REQUIREMENTS

  • Bachelor's degree in computer science, information systems or related field, or equivalent experience
  • Minimum ten (10) years of Technical Project Management experience
  • Minimum ten (10) years of IT or Engineering work experience

REQUIRED JOB QUALIFICATIONS

  • Expert ability to oversee and manage large, complex, diverse and strategic multi-discipline projects that impact the organization as a whole, monitoring progress, resource usage and quality.
  • Expert level knowledge in conducting risk assessments and developing plans for eliminating or mitigating the risks identified
  • Expert level knowledge in full life-cycle product development (i.e. product engineering, deployment and integration)
  • Ability to manage complex technical program and project budgets
  • Demonstrated ability to provide leadership and clarity, making decisions and solving unique and complex problems under pressure
  • Ability to work independently with no supervision and guidance, showing judgement and initiative to accomplish duties, and taking personal responsibility to ensure program success
  • Ability to organize and prioritize effectively, continually adapting to changes in plans, data and delivery landscape
  • Ability to synthesize large amounts of diverse, disparate and incomplete data into a well-organized, easy to consume set of information, and then analyze and interpret that information to guide decisions
  • Ability to document, prepare, and deliver data-driven presentations
  • Ability to communicate orally and in writing in a clear and straightforward manner
  • Ability to define key performance indicators/metrics
  • Ability to exercise keen judgement in providing the right information to the right audiences at the right time by curating communication methods, content, style and tone to the target audience.
  • Ability to influence internal and external key stakeholders and build consensus
  • Ability to develop strong working relationships with peers and project stakeholders

PREFERRED QUALIFICATIONS

  • Project Management certification or successful completion of a recognized project management curriculum
  • 2+ years managing highly complex, multi-year technical programs
  • 5+ years delivering cross-functional deployments for an MSO
  • Experience working with a variety of industry technologies, including HSD, video, mobile and general network
  • Familiarity with devices commonly used in high-volume networks/data centers/headends/hubs and their functions
  • Familiarity with content data flow and delivery systems
  • Experience managing contributions from multiple business units and vendors, from development through production deployments
  • Experience delivering programs with budgets in excess of $100 million.
  • Significant experience and polish presenting to Executive-level leaders
  • Experience as a people leader

The base pay for this position generally is between $124,000.00 and $220,000.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
