Job Description

The Associate Director, Master Planning, is responsible for managing a team of internal and external resources to assist in the development and maintenance of site Master Plans for the West Point, North Wales, and Upper Gwynedd campuses. The Master Planning group is responsible for providing long range plans for the growth, development, and revitalization of our Company's facilities in Southeastern Pennsylvania.

The individual provides input on strategic decisions that affect the regional area of responsibility. Establishes and maintains a network of key stakeholders, including manufacturing, research, sales & marketing, safety & the environment, facilities partners and others, to ensure timely and accurate dissemination of information related to Master Planning activities. Communicates clearly and effectively with internal and external stakeholders.

Reports to: Director, Engineering - Protection & Master Planning

This is an on-site role with an expectation of being in office for 5 days a week.

The Associate Director of Master Planning is an essential position within the GWES team in the PA Region is focused on delivering reliable, compliant, and cost-effective Utility, Engineering, Facility, and Site Services for Research, Manufacturing, Sales & Marketing, and corporate functions at all Company sites in Southeast PA.

This role will collaborate with colleagues, clients, and external partners to provide strategic direction and vision for long-range planning and delivery of initiatives that support the sustainment, development, and revitalization of our Company's facilities in the region.

The individual will be responsible for development, oversight and execution of the regional Master Plan, inclusive of programs related to Facilities, Real Estate and campus infrastructure.

Key Responsibilities:

  • Uphold confidentiality agreements and demonstrate the necessary confidentiality practices when engaging with stakeholders to share information effectively while protecting sensitive business data.
  • Act as a liaison and primary contact for external stakeholders, including local governments, utility suppliers, non-profit organizations, and regulatory agencies in support of strategic plan development and execution.
  • Collaboratively develop and implement goals and principles for Master Planning alongside stakeholders.
  • Work with budget holders to ensure that Master Planning activities are accurately reflected in capital and expense budgets.
  • Coordinate the prioritization, timing, and scope of stakeholder capital and expense projects to enhance the implementation of Master Plans and related strategic initiatives.
  • Assist in identifying project locations and layouts while managing strategic GWES projects.
  • Collaborate to establish functional requirement specifications, operating philosophies, and design standards for effective Master Planning.
  • Ensure that system engineering standards and design information align with Master Planning guiding principles.
  • Develop and communicate Master Planning processes, aiding in the creation of capital project requirements and business cases for updates related to Utility, Campus, Building (lab and office), and Sustainability Master Plans.
  • Provide support for capital project execution, including responsibilities starting with Business Case development through overall project execution leadership.


Education Minimum Requirement:
  • Bachelor's degree in engineering, science, or a related field.


Required Experience and Skills:
  • 5 years of relevant experience in technical management related to industrial/utility plant operations, engineering, facilities management, manufacturing, science, maintenance, or urban planning
  • Strong people management, communication, change management, and negotiation skills.
  • Leadership qualities with a strong understanding of business and financial acumen.
  • A growth mindset that includes networking, sharing, empowering, experimentation, and continuous learning.
  • Ability to manage and prioritize multiple assignments and adapt quickly to changing business priorities.
  • Program management skills with a strategic vision and excellent attention to detail, capable of critical thinking and effective communication.
  • Ability to collaborate, build strong relationships, and influence across all organizational levels.
  • Advocate for Diversity and Inclusion with a commitment to recruiting, retaining, and developing diverse talent.


Preferred Experience and Skills:
  • Strong technical problem-solving abilities and experience with strategic site planning.
  • Experience working with external partners, agencies, and municipal governments.
  • Experience in managing professionals outside of our Company.
  • Lean or Six Sigma Black Belt/Green Belt certification or equivalent experience.
  • Supervisory or management experience in campus or facility operations and maintenance.
  • One to three years of operational experience with utility systems.
  • Knowledge and experience in project management.
  • Familiarity with regional or urban planning processes.
  • Understanding of our Company's capital processes.
  • Experience using analytical modeling/planning tools, including statistical and analytical tools applicable to reliability and capacity planning exercises.
  • Working knowledge of OSHA Industrial standards, NFPA standards, and other regulatory requirements, as well as cGMP and compliance protocols.
