Please note: This onsite role offers a unique opportunity to work closely with dedicated staff at either the Metro New Carrollton or Greenbelt Rail Yard locations, with limited hybrid or telework options available.
MINIMUM QUALIFICATIONS
Education
- Bachelor of Science Degree in mechanical, civil, electrical, industr i al engineering , engineering management or related engineering discipline.
- In lieu of a Bachelor's degree, a High School Diploma/GED and four (4) years of configuration management and document control in an engineering environment or rail transit authority, in addition to the experience below, will be considered.
Experience
- A minimum five (5) years of configuration management and document control experience, within a transit authority or other manufacturing industry, to include at least two (2) years in a supervisory capacity.
Certification/Licensure
- N/A
Preferred
- Possession of or ability to acquire configuration management certification, CM2 Professional Configuration Management Certification

SUMMARY
The Manager Overhaul Support and Document Configuration Mgmt manages all functions and personnel engaged with the configuration management of and the accurate storage, retrieval, and communication of all technical records including documentation for the Fleet office. Under general supervision, the incumbent oversees the team that comprehensively reviews, evaluates, and processes drawings, reports, and additional types of essential documentation for incorporation into Fleet's official document repository.
Job Duties
Principal Job Duties
- Controls, distributes, and maintains configuration management of CMOR documentation, including all railcar project activities, in accordance with established policies, instructions and procedures. Ensures that Railcar Configuration Elements accuracy are maintained and that adherence to related SOPs are ensured.
- Manages access rights and responsibilities in CMORs official repository to ensure necessary documents are available to assigned WMATA stakeholders to include but not limited to the Qualified Parts Group (QPG), CMNT Project Management (SMS), CENV and other affiliated sub-groups.
- Identifies, maintains, and manages the data structure of required metadata to assure efficient retrieval of information and status reporting for all CMOR documentation.
- Oversees the creation, development, and distribution of all CMOR Operations Administrative Procedures (OAPs) and Standard Operating Procedures (SOPs).
- Manages Specification Writers and Consultants necessary to develop and maintain all technical records, criteria, specifications, standard drawings for the facilities and systems controlled by the offices within CMOR (CENV, CMNT, CTEM and PMO).
OTHER DUTIES
- Monitors CMOR organizational departments to ensure that all work is being properly identified and controlled.
- Administers Change Control Board (CCB), which is responsible for reviewing and approving all railcar engineering changes and Maximo tracked serviced inspections.
- Identifies and develops solutions to document control procedures, electronic workflows activities from conception to full deployment in production.
- Provides technical assistance to associates in document control for solving problems and performing research.
- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
