Buyer, Tier II - Military Veterans

Akima Infrastructure Services, LLC (AIS), is actively seeking a Buyer, Tier I - II as part of our staff augmentation team supporting the Department of Energy at National Renewable Energy Laboratory (NREL).  This is an Acquisition Services Buyer position. The selected candidate will perform purchase administration functions representing the complete purchase order lifecycle (pre-award, administration, post-award) in accordance with applicable procurement procedures and guidelines, including Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations, NREL policy/procedures as well as best business practices within the Simplified Acquisition Team, Acquisition Services Group. The position is an intermediate level for this professional field of subcontract administration and will handle complex procurement actions.

 

Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the National Renewable Energy Laboratory located in Golden, CO. Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS.

Responsibilities

The successful candidate will be required to work remote 40 hours per week between the hours of 8 AM to 5 PM Mountain Time, Monday – Friday unless otherwise directed by NREL.

  • Coordinate with internal customers to generate specifications and statements of work
  • Develop effective purchasing strategy with internal customers based on needs
  • Perform Market Research
  • Review sole source justifications
  • Perform price analysis - documenting price reasonableness
  • Negotiate and administer fixed price commercial item/service purchases
  • Resolve issues related to supplier performance, subcontractor equipment purchases, and delivery schedules
  • Perform post contract administration duties (modifications)
  • Initiate subprocess reviews (Information Technology, Safety, Legal, Cyber Security etc.)
  • Effectively liaise between customers and vendors to see that all needs are met for the customer while ensuring NREL is receiving the most cost-efficient goods or services
  • Communicate clearly and effectively with vendors to ensure all necessary Purchase Order paperwork filled out in a timely fashion
  • Team with Acquisition Service Group members on projects as assigned
  • Perform other duties as assigned

Qualifications

Minimum Qualifications:

  • Relevant bachelor’s degree and 2 or more years of experience or equivalent relevant education/experience.
  • General knowledge and application of technical standards, principles, theories and techniques.
  • Frequent application of industry concepts and principles. General knowledge of laws, regulations, principles, procedures and practices related to specific field. Skilled in problem solving, written and verbal communication.
  • Demonstrated Purchase Order/contract administration experience with various types of commercial items/services purchases.
  • Ability to work in a changing and fast-paced team-oriented environment.
  • Ability to interpret and discuss technical information with others as well as analyze and provide solutions to less complex contractual issues.
  • Ability to develop strategies to deal with project and program contractual issues.
  • General knowledge and application of technical standards, principles, theories and techniques for purchase orders and simplified acquisitions.
  • Frequent application of industry concepts and principles related to procurements.
  • General knowledge of laws, regulations, principles, procedures and practices related to procurements.
  • Be skilled in problem solving, written and verbal communication, Financial Analysis and business math skills and the ability to use various computer software programs.

Preferred Qualifications:

  • Proven experience working on procurement for state, local or federal government associated organizations.
  • Contract experience with the FAR preferred.

Special Requirements:

  • Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test.
  • Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.
  • This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.
  • The selected candidate will be required to work remote 40 hours per week between the hours of 8 AM – 5 PM Mountain Time, Monday-Friday unless otherwise directed by NREL. Actual time may vary depending on workload requirements.  Job duration is projected to be a 12-month period of performance with potential for a 12-month extension.

Salary Range: $70,000 - $72,000 annually – The salary offered to the successful candidate will be determined based on the candidate’s qualifications, work experience, and their ability to meet the known requirements of the position as determined at the time of hire.  Job location will also be a factor in determining the salary offered.

Paid Leave:  Paid Time Off (PTO) is offered to regular full-time and part-time over 30 hours per work week employees.
