Position Description:
This position will provide technical leadership, operations, and systems engineering and integration support to the Systems Planning and Technical Leadership Branch (EV71) in support of the Spacecraft Payload Integration & Evolution (SPIE) Lead Systems Engineer (LSE) team, and the SPIE Element Alternate Element Discipline Lead Engineer (EDLE) for Operations.
Responsibilities:
The successful candidate will coordinate and interface with multiple engineering disciplines and system elements to aid in the development of operations and systems engineering activities and products in support of the SPIE Element.
Specific support to be provided and performed includes, but is not limited to:
• Serve as a liaison between the SPIE Element Office, the SPIE Chief Engineer, the SPIE Element Lead System Engineer (ELSE), and the SPIE Operations Element Discipline Lead Engineer (EDLE) to coordinate data needs and deliveries.
• Provide systems engineering and operations integration support to the SPIE subelements, including the Interim Cryogenic Propulsion Stage (ICPS), the Launch Vehicle Stage Adapter (LVSA), and the Orion Stage Adapter (OSA).
• Coordinate with the Element Chief Engineer, Lead Systems Engineers team, Operations EDLE, and other NASA Centers involved in the design, development, test, evaluation, assembly, integration, and operations of the SLS, the Exploration Ground Systems (EGS) Program, and Orion Multi-Purpose Crew Vehicle Program.
• Provide technical leadership and guidance to aid in the development of systems and operational engineering activities and products to support the SPIE Element design, development, integration, test, and launch efforts.
• Provide technical insight of prime contractors' operations engineering and other areas related to the SPIE.
• Perform systems engineering assessments of technical documentation including Change Requests (CRs), Requirements Change Notices (RCN), LCC Change Notices (LCN), and Work Authorization Documents (WAD).
• Represent the SPIE Ops EDLE at the SPIE Operations Integration Board (OIB), as needed, and develop and present Division and Department level briefings on behalf of the SPIE Ops ELDE.
• Define, develop, and evaluate flight and ground systems operational requirements and objectives, mission requirements, supportability design considerations, schedule, and technical risks.
• Provide technical leadership and operations engineering on console, to SLS Engineering Support Center operations and sustainment.
• Support Verification, Validation, and Acceptance of hardware activities of SPIE element.
• Participate in document and milestone reviews to include major milestones, review evaluation planning, and internal products.
• Participate in hardware acceptance reviews, acceptance data package reviews, and pedigree reviews as appropriate.
• Facilitate complex trade studies to balance performance, schedule, costs, and risk variables and provide insight into the technical feasibility, justification, and comparison of various engineering and scientific advanced concepts.
• Lead/participate in task teams, working groups, Technical Interchange Meetings (TIMs), conferences, and training, which may involve travel to NASA Centers and contractor facilities.
• Employ proven systems engineering and project management strategic processes and techniques.
Required Education :
A degree in aerospace, mechanical, or a related engineering field or technical discipline from an accredited university is required. Typically, educational requirements are the equivalent of a BS with at least 20 years of experience or a master's degree with at least 18 years of experience.
Required Experience/Knowledge :
• Experience leading and applying operations engineering and/or systems engineering processes and principals.
• Experience in systems integration and interface definition in hardware design, development, test, integration, and/or operations.
• Experience developing and managing requirements, processes, and/or procedures associated with aerospace flight and ground hardware design, development, production, test, verification, evaluation, integration, and/or operations.
• Knowledge of component level and integrated systems verification planning and compliance criteria definition for ground and operational related requirements and interfaces as well as familiarity with the generation of verification compliance closure statements.
• Familiarity with launch/operations simulations as well as day-of-launch procedures and console support.
• Ability to interface and collaborate with all levels of engineering and project management with the ability to lead and influence for consensus.
• Demonstrated experience and skills negotiating and collaborating to resolve complex technical problems and breaking down complex problems or issues into manageable pieces.
• Excellent written and oral technical communication skills - must be able to clearly define and describe a technical subject to peers across various engineering disciplines.
• Demonstrated experience and skills developing and delivering project-level briefings.
• Intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint, Teams & Outlook).
Desired Experience:
• An understanding and knowledge of the current SLS program and a working understanding of the SPIE interfaces and sub-elements.
• Knowledge of Space Launch System (SLS) Operations Maintenance Requirements, System (OMRS) Test and Checkout, and Verification/Validation.
• Ground operations experience for Space Shuttle, International Space Station (ISS), Commercial Crew, or Expendable Launch Vehicle (ELV) programs.
• Experience in launch vehicle Ground Support Equipment (GSE) requirements, implementation, and/or manufacturing.
• Experience reading and working with engineering drawings, interface control documents, configuration documents, and/or other technical documentation.
• Experience in launch vehicle technical project management or project planning.
• Understanding of Design Analysis Cycle (DAC) planning and execution.
• Familiarity with NASA Systems Engineering policies and procedures related to technical management.
Essential Functions
Work Environment:
Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (< 10%)
Physical Requirements:
Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and our facilities (10%).
Equipment and Machines:
Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).
Attendance:
Normal workday 7:30 - 4:30, Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity, and adequate arrangements for delegating duties during absences are required.
Other Essential Functions:
The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
