Assistant Director, Awards, Contracts and Subawards | Youngstown State University - Military Veterans

Provides oversight of pre-award and post-award activities, sponsored agreements and subawards. Works closely with constituents for award, contract and subaward matters. Helps develop and manage priorities and initiatives to support and grow research activities. Maintains effective working relationships across campus as needed. Ensures the day-to-day functionality and assists administrators in the general oversight of the assigned area?s operations and services as related to any assigned program, initiative, or objective. Works under general supervision and may make some work procedural decisions which do not contravene policies; generally, determines work sequences (which task comes first) within any department/divisional guidelines.     Essential Functions and Responsibilities: Assists staff, constituents, and principal investigators with the pre-award budget development and related budget questions. Assists with the subrecipients process including coordinating the subaward process and ensures compliance with procurement policies and procedures. Develops and prepares sponsored agreements and subaward agreements and serves as the primary point of contact for subawardees. Sets up awards in the electronic research administration (eRA) system. Works directly with the funding agencies/sponsors for revisions and approvals alongside constituents as needed; includes budget revisions, time extensions, change of key personnel or scope, closeout procedures, etc. Monitors timelines and deliverables of grants and subawards to ensure compliance with project milestones and reporting deadlines and maintains records ensuring accessibility. Provides guidance to and works with principal investigators on pre-and post-award budget questions and expenditure projections. Provides guidance and training regarding pre-award budget development and post-award revisions, administrative procedures and best practices. Coordinates with campus constituents to address regulatory issues related to grants and contracts. Ensures compliance with regulatory guidelines, institutional policies and procedures on sponsored projects and subawards, and sponsor requirements throughout the award lifecycle. Serves as a liaison between the principal investigator, sponsoring agencies, subawardees, and internal stakeholders. Updates post-award related forms and agreements annually and collaborates with staff on updates to websites. Assists in managing daily office operations, including ordering supplies, coordinating workshop dates, and other similar tasks. Provides input into assigned area?s policies and procedures as it relates to completion of work and/or provision of services. Supports the development and implementation of training and training documents and assists in developing policies and procedures. Prepares reports and other information/documentation to assist the supervisor in strategic planning of the assigned area.    Ensures the day-to-day functionality and assists administrators in the general oversight of the assigned area?s operations and services as related to any assigned program, initiative, or objective. Directs and/or coordinates daily tasks related to one or more assigned components of the department?s overall programs and/or services.   Regularly communicates with supervisor and other staff, including student workers, as required or needed in the completion of daily tasks in support of the department?s overall goals and objectives.  Prepares and maintains accurate records of daily tasks in accordance with the department?s policies and procedures and assures timely communication with supervisor, staff, and students where appropriate.   Gathers data and prepares reports and other information/documentation for supervisory review?related to the department?s programs and/or services, or one or more assigned components thereof.  Prepares for and attends events. Assists in organizing research events. Remains informed of current developments and procedures pertinent to duties; participates in staff development activities; attends meetings, conferences, and other events. Other Functions and Responsibilities:  Assists with training new hires. Performs other duties as assigned and/or required that are within the level of responsibility for this classification at the discretion of the supervisor. Equipment Operated:  Computer and all other standard office equipment. Work Schedule:  Typically, Monday through Friday. Potential for remote work.  Supervision Exercised:  May exercise supervision over student employees.  Reports to:  Director, Research Services and Graduate Studies Required Certifications, Training, and/or Licensures:  None Knowledge, Skills, and Abilities:  Knowledge of: Proposal and award budgets , award/grant terms and conditions, regulations and compliance requirements ; University policies and procedures; office practices and procedures; department/division goals and objectives; department/division policies and procedures; workplace safety practices and procedures; English grammar and spelling; records management; office management; project management.  Skill in: analytical thought and problem solving; organization; interpersonal relations; written and oral communication; customer service practices; use of office equipment; typing, data entry; computer operation; use of computer software and other programs applicable to the assigned department/division.  Ability to: work with flexibility on several tasks simultaneously to meet various concurrent deadlines; pay attention to detail; maintain confidentiality; work in a team environment and independently; establish and maintain effective working relationships with faculty, administrative staff, and students in a higher education environment; deal with problems involving several variables within familiar context; define problems, collect data, establish facts, and draw valid conclusions; determine material and equipment needs; calculate fractions, decimals, and percentages; compile and prepare reports; use proper research methods to gather data; understand a variety of written and/or verbal communications; prepare accurate documentation; maintain records according to established procedures; travel to and gain access to work site; effectively interact with personnel and public to answer routine questions; train or instruct others; move quickly and effectively from one tasks to another; work independently and in a team environment; develop and maintain effective working relationships.   () Developed after employment. Minimum Qualifications:  At least a bachelor?s degree; two or more years of accounting, bookkeeping, and budget experience; experience in grants administration; and experience in the use of eRA and financial software applications. Preferred Qualifications:  At least three years of related experience. Experience working with sponsored programs and/or project management. Experience with Banner and Cayuse or another comparable financial accounting and electronic research administration system. Experience with proposal and award budgets and post-award activities. Experience working in academic setting.
