This position is located at Patrick Space Force Base, FL or Vandenberg Space Force Base, California.
This position is eligible for a hybrid telecommuting schedule. Tasks for this position may be performed largely on-site, but some assignments may be performed remotely after initial training period.
Essential Functions
- Designs and develops integrated solutions through tools, processes and procedures to facilitate the cost-effective delivery of services or fielding of products.
- Plans, directs and controls the development and maintenance of both routine computer business and scientific applications and routine computer applications software programs to ensure that efficient operation of client and company systems.
- Evaluates current and projected software and hardware systems to ensure that development in these areas is in accordance with changing needs of clients.
- Conducts feasibility studies, time and cost estimates and is responsible for the establishment and implementation of new and revised applications and programs to ensure that projects adhere to budgetary and company guidelines.
- Prepares reports to communicate project progress and status. Identifies problems and recommends solution to higher level management.
- Consults with clients and other personnel to coordinate activities on routine or smaller scope application accounts to increase cost effectiveness and product efficiency.
- Assigns and oversees the work of MIS staff, providing technical support and direction to ensure that MIS activities are completed in a timely manner and meets customer specifications and requirements while complying with DoD and industry best practices for Cybersecurity and Industrial Security standards.
- Coordinates and communicates with other managers to leverage resources and discuss solutions to matters of significance. Develops and implements processes for leveraging and using resources to meet customer needs
- Recommends implementation of and documents enterprise level architecture of systems, subsystems and components.
- Conducts moderately complex projects or phases of significant projects; coordinates the efforts of technical support staff in the performance of assigned projects.
- Participates in business development and enterprise-wide innovation initiatives providing technical expertise to solution proposal requirements.
- Provides technical consultation on current and proposed systems.
- Performs gap analysis of existing systems. Investigates, analyzes and resolves matters of significance.

Required Skills
- Strong organization leadership and decision making skills
- Strong communication skills with ability to communicate with customers, department personnel and management and to translate technical knowledge into easily understandable products
- Ability to manage and assess risks during installation of new software applications
- Strong leadership and personnel relations skills to select, develop, mentor, discipline and reward employees
- Ability to utilize creative problem solving techniques with strong analytical skills
Required Experience
- Bachelor's degree in business, computer science, management information systems or related field
- Master's degree, preferred
- Minimum of ten years' experience in information technology, management of information systems, system development or technical project management
- Five or more years of supervisory experience included
- Experience working with business processes in a technical environment
- Experience working with development tools, processes, approaches and techniques
- Experience working with software, systems, applications, and network markets
- Experience working with administrative practices and procedures
- Experience working with generally accepted accounting principles and software
- Experience working with employees represented by a Collective Bargaining Agreement (union), preferred
Additional Eligibility Qualifications
- Security+ certification or ability to obtain certification within six months of hire date
- Ability to travel across the enterprise (Eastern and Western Ranges)
- The flexibility to work non-duty hours or on weekends to support specific project or mission requirements
- Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship
- Valid U.S. Driver's License
