Disaster Case Manager - Military Veterans

Description of Work
This position is field based and will work primarily in Western North Carolina. The selected candidate will need to be able to travel to the following counties: Buncombe, Ashe, Watauga, Mitchell, Avery, Yancey, Haywood, McDowell, Henderson, Transylvania, Madison.
This position is fully funded on grants and will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.
This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.
The position is full time (40 hours per week) with State Benefits .
About the Disaster Case Manager (DCM) Role:
The Disaster Case Manager is responsible for providing comprehensive case management services to disaster survivors, guiding them through the recovery process. This position involves assessing individual needs, assisting with resource navigation, and ensuring survivors receive the necessary support to recover from the disaster. The role requires close coordination with local, state, and federal resources to ensure effective delivery of services and successful long-term recovery for survivors.
Case Management
- conduct intake and assessments to identify survivors' unmet needs and develop personalized recovery plans
- coordinate referrals and connect survivors with appropriate resources, including housing, financial assistance, and healthcare services
- collaborate with local, state, and federal agencies, non-profits, and community organizations to ensure comprehensive support for disaster survivors
- provide one-on-one consultations through various channels (e.g., phone, mail, e-mail, face-to-face) to ensure understanding of policies, procedures, and expectations in an effort to assist survivors in their disaster recovery
- maintain consistent and clear communication with assigned survivors regarding application, documentation, and information on assistance available to eligible survivors
- lead efforts to compile survivor information and submit case notes/call logs into the system of record accurately and timely
- facilitate program consultations with survivors related to intake, eligibility, and other program-related processes
- collaborate with various teams, both internally and externally, to provide solution-based response to inquiries per policy and federal regulations
- ensure compliance with FEMA, HUD, and state disaster recovery regulations and follow established Standard Operating Procedures (SOPs) and policies to guide the case management process
- maintain accurate records of survivor interactions and progress in accordance with program guidelines
Customer Service
- assist survivors in understanding resources available for disaster relief
- organize and schedule appointments for phone calls or in-person meetings at a Disaster Recovery Center
- assist in outreach callouts and other communication efforts as needed and write/distribute email, correspondence memos, letters, faxes, and forms
Technical Assistance and Training
- provide technical assistance to survivors navigating disaster recovery programs, including FEMA Individual Assistance, CDBG-DR, and other federal or state-funded resources
- participate in ongoing training to stay current on disaster recovery policies and case management best practices
Outreach and Programmatic Support
- assist in the development and implementation of outreach efforts to ensure all eligible survivors are aware of available resources
- support the Disaster Case Management team in achieving program goals and objectives
- provide weekly updates to supervisor on work conducted and areas of assistance needed and prepare files for closeout once needs are met

To qualify for this position, applicants must document on the application that they possess 4 of the 6 following:
- Working experience providing comprehensive case management services to community members in need of services.
- Experience evaluating and/or understanding program regulations, such as Standard Operating Procedures (SOPs), policies, external and/or internal forms.
- Documented experience with working directly with applicants/clients and within a team.
- Experience communicating, both written and oral, complex program guidelines.
- Documented experience with maintaining accurate case files and/or documentation.
- Experience in a customer-facing role

Bachelor's degree from appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience.
