Responsibilities

This position will be located at the new GD-OTS facility located in Mesquite, TX. This is an on-site position only.

SUMMARY: Supply Chain compliance is responsible for ensuring GD-OTS and local site polices as well as USG regulations are followed, documented, and reported appropriately and accurately. Communicates and trains others on federal regulations in respect to Department of Defense (DoD) and other government customers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Perform internal audit assessments of site purchase order and subcontracting activities to ensure procurement team is compliant with policies, procedures, and regulations.
  • Develop and deploy corrective actions with procurement team and validate effectiveness.
  • Responsible for providing input that supports decisions on the adequacy and effectiveness of purchasing system process
  • Assist with and/or lead with external and government audit project related efforts.
  • Supports leads in monitoring changes in U.S. Government regulations and supports work to align/update site policies, procedures, work instructions and tools to ensure regulatory compliance at the site.
  • Assists in preparation of formal written reports and/or conduct oral briefings on audit related project and other related matters to supply chain personnel and the leadership team.
  • Acts as main point of contact (POC) for reporting against USG requirements.
  • Develops and maintains strong working relationships across the business and with leadership to ensure understanding and acceptance of audit issues impacting business risks and controls.
  • Participate in continuous improvement activities with cross functions to improve compliance efforts across the organization.
  • May also support process improvement activities to include development of tools and solutions to improve business results, this may include development and deployment of training to the supply chain staff for the purchasing system requirements, process, tools, and other compliance-related elements.
    • This role will also support Government Contracts Administration
    • Prepares and examine contracts.
    • Enter contract data into IFS ERP.
    • Ensures contracts are consistent with management's goals, policies, and procedures.
    • Handles the acquisition, distribution, and store of purchases through IFS ERP.
    • Assures that all clarifications and amendments of negotiations are incorporated into the final contract.
    • Generates, maintains, and audits a central contract-resource file.

Qualifications

Education and/or Experience
  • Associate's Degree and 5-7 years' experience or/equivalent combination of relevant education and or experience
  • Preferred: Bachelor's Degree.
    • The ideal candidate will have procurement, supply chain, financial analysis or supply chain compliance experience in a DoD government contracting environment.
    • Discpline/Major: Supply Chain, Buiness Management, Accounting, Finance or related field.
Knowledge, Skills & Abilities
  • In-depth knowledge of FAR/DFARS, DoD Government Contracting.
  • CPSR requirements, contract administration principals, as well as Subcontracting requirements.
  • Ability to work as part of a team.
  • Decision-making skills.
  • Problem/situation analysis and management.
  • Oral and written communication skills.
  • Analytical thinking skills.
  • Proficient in MS Office (Excel, Word, PowerPoint, SharePoint, Teams)

Preferred for Mesquite:
  • Experience with start ups, such as project planning, and establishing business processes, management systems, and work instructions is desired. This is an exciting opportunity to create the business processes, systems, and culture to stand up a high performing manufacturing operation.

Physical Demands
  • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
  • Requires regular movement throughout the GD-OTS facilities.
  • Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

Travel Requirements
  • Less than 25% travel likely.
