The Alakaina Foundation Family of Companies is looking for a E-Learning Developer/Graphic Designer to support our government customer located in Bethesda, Maryland . This position requires employees to work onsite four days per week at the Walter Reed National Naval Medical Center in Bethesda. The role supports the Defense Health Agency's (DHA) Vision Center of Excellence (VCE) in its mission to improve vision health, optimize readiness, and enhance quality of life for Service members and Veterans. DESCRIPTION OF RESPONSIBILITIES: Develop educational webinars and video-based training (VBT) modules on topics relevant to VCE constituents across the healthcare continuum, with an emphasis on clarity, engagement, and ease of self-learning Create succinct and visually accessible VBT modules on vision health and rehabilitation, applying adult learning principles and strategies that cater to audiences with vision challenges. Produce high-quality instructional materials—such as text, video, animation, e-Learning modules, and recorded presentations—that convey complex or technical information in plain English, adhering to design best practices, required templates, and SOP frameworks. Develop storyboards and prototypes that outline learning objectives, content structure, and visual design elements. Conduct testing and quality checks for all e-learning content to ensure functionality, usability, and accuracy, troubleshooting technical issues as they arise. Gather feedback on course effectiveness and learner engagement to make data-informed updates, improvements, and refinements to e-learning content. Conduct self-directed research on current vision care trends; apply findings to improve content and share insights with stakeholders. Explore the use of emerging instructional technologies and apply where applicable. Provide technical support and solutions as needed to optimize training delivery. Act as a primary point of contact on e-learning projects, ensuring that deliverables align with the VCE’s requirements and are delivered on time. REQUIRED EDUCATION/CERTIFICATIONS: Bachelor of Arts, Education, or a related field. REQUIRED SKILLS AND EXPERIENCE: Minimum of two (2) years of experience developing engaging, innovative digital content; preferably in a healthcare and/or military setting. Expertise in eLearning software, i.e., Articulate Storyline, Adobe Captivate, TechSmith Camtasia, Articulate Rise, Adobe After Effects, and Adobe Premier Knowledge of 508, WCAG, and related accessibility principles. Proficiency in Microsoft Office suites and other productivity software, as well as experience with online learning platforms and databases. Be innovative and creative in the use of language, graphics, animations, interactions, audio, and video. Strong organizational and administrative skills, with the ability to manage multiple tasks and priorities simultaneously. Flexibility and ability to adapt to rapidly changing and often time-constrained environment. Ability to maintain confidentiality and comply with applicable regulations and standards. Strong attention to detail and the ability to maintain accurate records and documentation. Ability to critically examine, evaluate, and problem-solve. Demonstrated ability to communicate analytical discoveries and appropriate recommendations/mitigation strategies effectively and clearly to all levels of customers including Senior DHA VCE leadership. Excellent communication and people skills, with the ability to collaborate effectively with diverse audiences and stakeholders. Ability to deliver products on time, on schedule, within budget.
