Quality Manager - Military Veterans

The Quality Manager will support the U.S. Department of State contract in Iraq. Under broad direction, the Quality Manager will apply knowledge and experience of Quality Management Systems within a specified region for a Program, Major Projects, or Product/Service Contract.

This position will be responsible for providing leadership of the quality program across multiple geographical sites and functions, making decisions and managing work requirements, utilizing a skilled team in an environment that requires flexibility, adaptability, and responsiveness. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Provide general support of continuous improvement and Quality Management techniques and facilitate product line and/or service support application of those techniques, recommend training, tools, and methods for Quality Management Applications.
  • Align the quality management function with the performance needs of the product line and/or service support application.
  • Manage and maintain Quality Management policies and procedures, the basis being ISO 9001:2015 Standard requirements. Job role is independently accountable for a staff of quality professionals.
  • Maintain an audit schedule, and perform audits of procedures, reporting requirements, plans, programs, and records.
  • Lead Quality initiatives and requirements of the program, country-wide from the PMO for maintaining the QASP, developing and revising TO/Site level QCP's and required updates to QASP or QCP's as required.
  • Record data and analyze performance criteria; Report on compliance to customer contract and QMS standards and requirements.
  • Track deficiencies and work with management to define corrective action plans and close out deficiencies.
  • Collect and analyze data to determine trends.
  • Prepare and provide reports to management.
  • Ensure quality-related training is provided to Program employees.
  • Implement and maintain an effective management system for efficient operations.
  • Work closely with Managers and DOS Representatives.
  • Adhere to company and DOS processes, regulations, and statutes.
  • Manage the people leadership of the organization to include direction of work assignments and staffing of positions with qualified personnel, interfacing with client's contracting office leadership, and achievement of key financial measures.
  • Task and support a team of Quality Inspectors.
  • Perform additional duties and projects as assigned.

REQUIRED:

Minimum Acceptable Experience Level:
  • Five (7) years' experience in Quality Assurance/Control.
  • Five (5) years' experience as a Quality Management Professional, supporting a DoD or DOS program.
  • At least two (2) years' international experience in challenging locations, preferably the Middle East.

Education: Bachelor's degree in a business-related field, or ten (10) years' work experience.

Licenses and Certifications:
  • ISO 9001:2015 certification (can obtain onsite)
  • Valid drivers' license from Home of Record.

Knowledge, Skills, and Abilities:
  • Knowledge of ALL principles and processes involved in Quality Control Management.
  • Successful management of multiple sites in geographically dispersed locations.
  • Ability to collect, analyze, and summarize data and to prepare clear and concise reports.
  • Experience in effectively dealing with international and headquarters staff, with sensitivity to cultural differences.
  • Exercise sound judgment and make decisions independently.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Excellent people, organizational and time management skills.
  • Expert computer skills, specifically in Microsoft Word, PowerPoint, and Excel.
  • Ability to become an active and functioning member of a team.
  • Ability to be innovative and be an agent for change.
Security Vetting: Candidate must be able to obtain a favorable USG MRPT or Secret clearance.

Language Skills: Proficiency in written and oral English language.

Medical: Successfully complete a medical examination for deployment to Iraq.

WORKING AND LIVING CONDITIONS:

This position is located in an austere environment. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and 'duck & cover' during emergencies without putting oneself or others at risk.
