Job Description:
Parsons is looking to hire a Forensic Delay Consultant to support the construction delivery program of a mega project in NEOM, as part of the Kingdom’s vision for 2030.
What You'll Be Doing:
Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control planning matters.
Interfaces with Clients, attends regular meetings, and prepares reports.
Provides project and company management with an overview of all delay matters in hand, from delay Notices to rebuttal of EoT claims.
Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.
Accumulates and accesses historical data, such as KPIs, productivity, performance experience, for use in maintaining a realistic basis for future planning and forecasting.
Reviews, analyses and reports on design/construction changes and schedule slippages.
Develops or maintains an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
Customises project control systems to meet specific project requirements.
May lead in the:
Development of the work breakdown structures, interfacing with all affected departments.
Analysis, evaluation, forecast, and reporting of schedule status against an established baseline.
Analysis, evaluation and forecast of project costs and performance.
What Required Skills You'll Bring:
Degree qualification in Civil Engineering, Architecture, Quantity Surveying, Law or similar professional discipline from a Western University. A qualification in ADR (LLM or similar) shall be considered an advantage.
Must have a very good working knowledge of Primavera P6. Professional certifications in Planning and Scheduling are desirable.
Must be fully conversant with the SCL Protocol and be comfortable in performing delay analysis by applying different delay methodologies, prospective, retrospective etc, as appropriate.
Must be able to review and understand the contractual requirements for delay notices, delay / EoT claims and apply the Contract provisions in preparation of claim rebuttals.
Must be fully conversant with the key standard forms of contract e.g. FIDIC (Red, Yellow, Silver), NEC-3, etc.
Minimum 15 years’ experience, 10 years of which should be relevant experience with an engineering consultancy, project management consultancy or dispute resolution consultancy, preferably in high-end infrastructure projects. Pre and post contract Planning experience on large-scale, complex projects is a requirement.
Must have exceptional writing skills and experience and be able to demonstrate previous examples of successfully written claim narratives.
Must have strong leadership qualities to lead and motivate the team.
Must be fully computer literate and able to utilize computer technology to access data, generate and maintain records, generate reports, etc.
Must be fluent in English, both written and spoken, with an excellent capability in written technical skills as well as oral and written communication skills.
