Key Responsibilities:
- Preparation of solicitation packages to subcontractors.
- Evaluation of subcontractor proposals and performance of price/cost analyses.
- Negotiation of subcontract terms and conditions.
- Subcontract administration, to include development of prime contract flow down documentation.
- Maintenance of subcontract files in both a Costpoint and Unison CLM system.
- Identification and analysis of risks and ability to recommend mitigation strategies.
- CPSR preparedness and file compliance.
- Strategic proposal support.
- Issue resolution, and Closeout activities.
- Be the primary interface between their assigned programs and the subcontractors for any subcontract-related issues.
- Regularly collaborate with members of program management, project control, contracts and business development area and will need to be able to foster relationships with individuals from these functional groups.
What you need to have:
- 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
- Knowledge of FAR, DFARS as well as other applicable procurement laws, regulations, and best practices. Ability to determine applicable flowdown provisions, to include special contract terms and conditions.
- Working knowledge of CPSR compliance requirements.
- Successful track record of managing a variety of subcontract types to include: Fixed Price (FP), Time and Material (T&M), Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ) and GSA type contracts.
- Perform cost and/or price analyses of moderate complexity to determine price reasonableness.
- Lead negotiations with subcontractors on price, schedule, terms and conditions, and any other relevant contractual requirements.
- Strong organizational, written and oral communication skills. Must have the interpersonal skills necessary to deal effectively with subcontractor management regarding subcontract issues of varying complexity and the drive to work issues to resolution.
- Must be able to work independently, establish priorities, and meet deadlines with minimal supervision, with an ability to work in a dynamic environment.
- Ability to identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with established HII MTC policies and procedures.
- Ability to evaluate and analyze a challenge and determine the best approach for its resolution and make recommendations to management.
- Must have a positive approach toward business management with flexibility and willingness to attempt new tasks/assignments.
- Proficient in Deltek Costpoint and Unison CLM.
- Requires broad-based experience in procurement and related functions, with particular emphasis on negotiation and subcontract administration.
Bonus points for:
- Security experience with GSA AAS (formerly FEDSIM) contracts.
- Unison CLM proficiency.
