Job Description

General Summary

The P-3 Naval Flight Officer (NFO) Instructor – Special Qualifications (SQ) Subject Matter Expert (SME) develops training curricula and performs instructor duties for on-site mission system operator flight training in accordance with Department of Defense (DoD) or Commercial contracts with military, foreign military, or domestic customers.

Essential Job Functions   

  • Serves as Subject Matter Expert (SME) on training pertaining to pilots, NFO Tactical Coordinator(s) (TACCO), Navigator/Communicator(s) (NAVCOM), aircrew operators, aircraft technicians, or maintainers of systems or subsystems.
  • Analyzes, designs, and develops training courses and computer-based courseware from source material according to applicable standards and formats using company-developed software tools as well as off-the-shelf products.
  • May participate on a work team comprised of the Project Manager, other SMEs, Instructional Designers (ID), and Graphic Specialists (GS) to produce courseware. Externally, interacts with IDs and SMEs from the customer or DoD representatives as required.
  • Conducts various duties as flight crew to include utilizing independent discretion in the operation of platform-specific systems resulting in safety-of-flight for the aircraft and crew. These duties may include but not limited to: 
  • Requisite aircraft and equipment inspections
  • Operating platform-specific mission systems
  • Coordinating efforts of all Mission System Instructors and Students in an instructional environment.
  • Maintaining situational awareness of aircraft communications and ensuring the safe and accurate navigation of the aircraft in an instructional environment.
  • In an instructional environment, provide on-site classroom instruction, practical instruction, and evaluation of students from customers including active-duty foreign military personnel.
  • Must be aware of International Traffic in Arms Regulation (ITAR) restrictions on export of military hardware and training services.
  • Responsible for the safely handling Government-Furnished Equipment (GFE) and Information (GFI) that could include Materials (GFM), sensitive materials(s) (documents and equipment), and any end items used for training.
  • Must be available to work a standard weekly schedule with overtime as required.
  • Performs other duties as assigned.

Requirements

  • Assist in the development of training level of effort estimates for customers.
  • May conduct briefings and interface directly with the customers as required.
  • Supervisory Responsibilities
  • Acts as Mission Commander (MC) during mission training events.
  • Knowledge, Skills, and Abilities
  • Must be able to work as part of a team consisting of IDs, SMEs, GSs, and Programmers to develop computer-based courseware.
  • Must be able to utilize consistent exercise of discretion while working independently to proactively develop training materials and provide ground-based and in-flight training.
  • Must have good verbal and written communication skills.
  • Must be able to interact with military or government personnel.
  • Must possess cultural awareness to provide comprehensive instructions to members of foreign militaries.
  • Must have strong interpersonal skills to accept assignments and communicate technical concepts in layman's terms.
  • Must have excellent computer skills to include word processing, graphics manipulation, spread sheet development, data base familiarity, and desktop publishing applications.
  • Must have the aptitude to quickly learn additional computer skills for web-based courseware development to include Java script, HTML, JAVA, SQL/TSQL, and Access.
  • Must be familiar with the prescribed processes required for Computer-Aided Instruction (CAI), Computer-Based Training (CBT), Interactive Multi-Media (IMI), and Web-Based Training (WBT).
  • Must be capable of working with standard office equipment such as personal computers, scanners, printers, copiers, E-mail, FAX machines, and other required audio/visual equipment.
  • Must be able to obtain a security clearance when required by the contract.
  • Must meet Federal Aviation Administration or Department of the Navy aeromedical and survival requirements as specified within the DoD Contractor’s Flight and Ground Operations instruction, or the primary customer’s contract.
  • Must attain requalification on the P-3 aircraft as specified within the DoD Contractor’s Flight and Ground Operations, or the primary customer’s contract.

Education and Experience

  • Bachelor’s degree in any discipline from an accredited college or university unless incumbent is a former Limited Duty Officer (LDO) or Chief Warrant Officer (CWO).
  • Officer Designator code 1320, 1325, 6321, or 7321.
  • P-3C or P-8A Fleet Replacement NFO Category 1 and P-3C Fleet Replacement NFO Instructor Under Training course graduate.
  • Five (5) years of experience as a P-3 or P-8 NFO.
  • Must have experience as a Fleet Replacement Squadron (FRS), Weapons Training Unit (WTU), or Squadron level Instructor.
  • Requires current or previous qualification as a P-3C UIII/AIP TACCO/NAVCOMM or P-8A TACCO with a minimum of one operational deployment designated as a Mission Commander.
