Summary This is a public notice for FAA authorized Contract Specialist (1102) positions open to U.S. Citizens. In addition to be designated as Hard-to-Fill, this position may be announced for FV-F or Grades FG-7 or 9 to support the Infrastructure Investment and Jobs Act 2021. Responsibilities Performs basic but progressively more difficult assignments in support of contract negotiation, administration, award, termination, and procurement under the close direction of a manager, project/program manager, team leader, or more experienced professional. Procures supplies, services or activities primarily through formal advertising and through limited use of negotiation techniques. Performs basic contract administration including assuring contract compliance with terms and conditions, managing actions such as modifications, exercise of options, response to contractor performance and delays; and negotiates to settle contract claims and disposition of claims or equitable adjustments under the guidance of a manager, team lead or higher level professionals. Negotiated transactions involve standardized specifications, terms and established markets.Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional and is reviewed regularly during assignments and at completion to ensure timeliness, quality and compliance to procurement law, policies and procedures. Education This position has a positive education requirement: Applicants must submit a copy of their college or university transcripts(s) and certificates by the closing date of announcement to verify qualifications. If selected, an official transcript will be required prior to appointment.
