Summary This is a public notice for FAA authorized Program Manager (0340) positions open to U.S. Citizens. Positions may be announced for FV-F through K to support the Infrastructure Investment and Jobs Act 2021. Responsibilities Incumbent will serve as a Program Manager in providing oversight of one or more agency programs. Duties/responsibilities include the coordinated application of general and specialized knowledge, skills, expertise, and practices necessary for the effective implementation of one or more programs and the accomplishment of organizational mission, goals, and objectives. Duties may include but are not limited to: Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects; Reviews programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner; Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress; Establishes program objectives and units of measure for determining when objectives have been met; Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs Drafts guidance and direction regarding program management and reporting; Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance; Participates in meetings with internal/external customers to determine program status, milestones, and coordination of each to detect in advance potential deficiencies and develop action plans for improvement Requirements Conditions of Employment We are not accepting applications from noncitizens. Or Successful completion of 4-year course of study leading to a bachelor's degree, gained from an accredited college or university. OR Combination of education and experience may be qualifying for this position. FV-G. Possession of at least one year (52 weeks) of specialized experience equivalent to FV-F, FG/GS-5 thru 9 level. Examples may include: developing standard operating procedures, cost estimates and presentation materials for administrative support programs; tracks statistical information and prepares reports; identifies problems through analysis of various reports; planning, organizing, and carrying through to completion analytical studies; participates in conducting all phases of projects; assists with decision making, policy development, and resource planning. Or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must be directly related to the position. OR Combination of education and experience may be qualifying for this position. FV-H. Possession of at least one year (52 weeks) of specialized experience equivalent to FV-G, (FG/GS-10/11) level. Examples may include: experience in program management life cycle development and administrative and control of assigned administrative/technical (e.g., budget, procurement, supply chain) programs on behalf of an organization; analyzes/evaluates work plans/processes and implements action plans to enhance operational effectiveness, efficiency, and productivity; develops and tracks statistical information and metrics; provides input on resource requirements for assigned programs; provides recommendations for program improvement managing resources, and assures implementation by organizations. FV-I. Possession of at least one year (52 weeks) of specialized experience equivalent to FV-H, FG/GS 12 level. Examples may include: experience coordinating with internal and external sources regarding workflow and priorities to increase effectiveness of operations and overall program management and cost effective measures; oversees development project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; identifies opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, and/or lessons learned activities. FV-J. Possession of at least one year (52 weeks) of specialized experience equivalent to FV-I, FG/GS 13 level. Examples may include: experience overseeing the development of program cost effectiveness measures, program goals, resource needs and overall effectiveness in terms of mission accomplishments; advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing the organization for assigned programs. FV-K. Possession of at least one year (52 weeks) of specialized experience equivalent to FV-J, FG/GS 14 level. Examples may include: experience providing leadership in determining program goals, resource needs, developing work plans, and allocating resources as well as establishing goals and controls to ensure activities meet established timelines.
