Role Summary
The Workforce Development Manager will develop a strategic vision and resources that support workforce development related to projects and project pursuits across the company. This position will work closely with Human Resources, stakeholders, educational institutions, non-profit organizations, government agencies and occasionally clients to plan, implement and evaluate initiatives both internally and externally. All activities will be performed in support of the strategy, vision and values of JE Dunn.
- Autonomy & Decision-Making: Makes decisions on non-routine matters, provides recommendations to supervisor, and refers all exceptions to supervisor.

Key Role Responsibilities - Core
- Partners with HR, Operations leaders, and other key stakeholders to understand workforce development needs across the company.
- Creates a vision and framework for workforce development that addresses disparate requests, including those related to projects and support of project pursuits, local community impact workforce development related inquires and support of future talent needs.
- Partners with Operations to design and implement workforce development programs and resources that align stakeholders across the company to meet organizational needs.
- Develops best practices for collaboration across DEI, Talent, Community Impact, Operations, other internal stakeholders and external organizations.
- Creates and maintains a workforce development playbook to support Operations in project pursuit and execution.
- Prepares and educates pursuit teams about workforce development program, priorities and strategies for pursuit of new business.
- Collaborates with internal and external stakeholders to tailor programs and resources to address unique project, location and/or role requirements.
- Partners with the Community Impact team to provide decision-making guidance for local Community Impact requests related to workforce development.
- Provides methodology to measure the effectiveness of workforce development programs, including the key performance indicators.
- Equips project teams with tools to generate regular reports related to client requests and compliance.
- Delivers regular reporting and analytics on overall workforce development efforts across the organization, including strategies for continuous improvement.
- Remains updated and aware of relevant regulations and certifications within the construction industry.
- Ensures that workforce development programs align with the industry standards and compliance requirements.
- Contributes to business development, RFP, project pursuit and preconstruction discussions as needed.
- Establishes experiences and education initiatives, junior college programs and skill-building workshops for students and the community as needed.
Knowledge, Skills & Abilities
- Ability to perform work accurately and completely, and in a timely manner

- Demonstrated knowledge of needs assessment, program design, implementation, metrics and reporting and compliance
- Knowledge of training and development best practices
- Ability to build and maintain effective partnerships with various stakeholders, internally and externally
- Demonstrated understanding of diversity, equality and inclusion principles in workforce development
- Knowledge of economic and social issues, trends, impacts to the community, trades and professional network organizations
- Ability to prioritize multiple projects in a fast-paced environment
- Ability to build relationships and collaborate within a team, internally and externally
Education
- Bachelor’s degree in human resources, education, business administration or related field (Required)
- In lieu of the above requirements, equivalent relevant experience will be considered.
Experience
- 8+ years experience in related workforce development experience (Required)
- 5+ years experience in construction and/or human resources (Preferred)
Working Environment
- Must be able to lift up to 10 pounds
- May require periods of travel
- Normal office environment
- Frequent activity: Sitting, Viewing Computer Screen
- Occasional activity: Standing, Walking, Bending, Reaching above Shoulder
