Responsibility for a diverse team of buyers and vendor portfolio. The Purchasing Manager is a hands-on supervisor role based in Pocasset MA with overall responsibility and accountability for all facets and elements of materials procurement in the HII Unmanned Systems business unit within HII Mission Technology. This role is responsible for developing purchasing strategies, vendor relationships, long term agreements, best value purchasing, as well as training, guidance, and oversight of the purchasing team in their daily activities of sourcing suppliers and purchasing products, equipment, and services in support of the business production. Strong leadership skills and deep certified purchasing system experience are critical, as is working in a faced-paced, high volume complex production operation.

• Develop an appropriate working technical knowledge of our products.
• Manage the purchasing team - tasks, goals, metrics, cross training, career progression, and training in accordance with the company's strategic plans and vision.
• Assist in the continuous process improvement of the certified purchasing system (CPSR).
• Experience in US Government contracting and subcontracting.
• Manage and develop cross functional strategy, workstreams, and relationships both upstream of procurements (engineering, programs, contracts) and downstream (inventory, receipt, inspection, kitting, production control, manufacturing, and quality assurance).
• Evaluate and manage supplier base including suitability for the business, on time delivery, and ongoing performance to requirements.
• Develop strong supplier relationships and proactively manage supplier risk.
• Assist in the development and implementation of long-term supplier agreements to reduce daily CPSR burdens, obtain best value, and best lead times.
• Integral stakeholder on business forecast plans in view to long lead material strategies, contract negotiations, inventory management and reporting.
• Represent business unit interests, in broader Mission Technology procurement meetings, strategy sessions.
• Work with key suppliers to institute opportunities for Kanban supplier managed inventory.
• Working knowledge of Lean tools and practice as it pertains to purchasing & materials mgmt.
• Internal business reporting on key metrics.
• Collaboration with key functional areas e.g. engineering, production, operations, program mgmt., finance, and quality assurance.
• Team member of new product introduction, change orders, and program reviews,
• Develop and manage the annual purchasing budget,
• Comply with all HII policies, procedures and requirements,
• Attend professional development and training sessions/seminars,
• Other duties as assigned.

What you will be doing...

Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

What we are looking for...

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Must have buying and team management experience ideally in a low volume, high mix, high value manufacturing enviornment
  • Certified Purchasing experience required.
  • Valid Driver's License required.
  • Must be able to obtain and maintain a secret clearance #LI-MH1

• Experience in a multi-shift manufacturing environment desired.
• Working knowledge of negotiation techniques in electro-mechanical industry .
• Experience purchasing in a DoD environment is desirable.
• Experience with small business requirements & flow downs is a plus.
• Exceptional interpersonal and social skills and a great team player is required.
• Positive and professional demeanor with excellent verbal and written communication skills.
• Lean procurement experience is highly desirable,
• Strong understanding of relevant market conditions and trends,
• Flexible to travel (e.g. supplier visits, remote sites) necessary,
• The ideal candidate is an individual that can work in a fast-paced environment; self-starter with high attention to detail, excellent problem-solving skills, ability to multi-task with an enthusiastic attitude.
• Computer Skills: Comprehensive applied knowledge and experience of ERP/MRP systems is required. Working knowledge of Microsoft Office suite and relevant Web/Cloud based applications and data management a plus.
• Certificates and Licenses: Appropriate CPSM, APICs certification a plus.

Physical Requirements

Minimal mobility, dexterity, or coordination required to operate common business machines. Maximum lifting required is approximately 40 pounds from floor to three feet in height.
