Mobility Services is composed of multiple work groups including Transportation Development Review, Right-of Way Review and Inspection, and Franchise Utility Management. This position works closely with the Assistant Director for Mobility Operations, composed of Traffic Engineering, Smart Mobility, Neighborhood Services, and Streets/Signals/Lighting Maintenance, and these two Assistant Directors jointly convene weekly meetings with the managers of these work groups and their staff for coordination of work and teambuilding. As a member of the Transportation Director’s executive management and leadership teams, this position is also responsible for the overall success of the Transportation Department. The Mobility Services Assistant Director also serves on the Development Services leadership team, comprised of the Development Services Director and Assistant Directors for Land Use, Building, Code and Policy, Business Services, Fire Marshall, and Utilities Engineering to ensure a coordinated approach to permit review and inspection in Bellevue.
Essential Duties and Responsibilities
- Oversees multiple work groups within Mobility Management including Transportation Development Review, Right-of-Way Review and Inspection, and Franchise Utility Management. Directly supervises the managers of these work groups, and indirectly supervises work group staff.
- Works collaboratively with the Assistant Director for Mobility Operations to provide overall leadership for Mobility Management, including joint manager meetings and staff meetings.
- Serves on the Transportation Director’s executive management and leadership teams and supports other departmental teams.
- Serves on the multi-department leadership team for citywide development and permitting with Assistant Directors from Development Services, Utilities, and Fire.
- Serves as a department representative on city-wide committees focused on stewardship of resources and city-wide policies as assigned.
- Develops department policies by identifying regional and local policy needs; identifies/recommends policy options for city management and Council and develops programs/procedures to implement policies.
- Plans, develops and implements programs, and identifies program outcomes, processes, and priorities.
- Obtains resources via budget, contracting, inter-local agreements, and other mechanisms.
- Takes leadership of and/or provides direction to staff; ensures resolution of problems.
- Ensures Council items are well prepared and supported including Council strategies, presentations and agenda memos.
- Develops interdepartmental and intergovernmental teams and/or partnerships with outside stakeholders.
- Monitors performance of work programs and projects; allocates necessary resources.
- Leads staff in the areas of training, mentoring, teamwork, hiring and labor relations.
- Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.
- Allocates, directs, motivates and evaluates personnel to help (1) achieve their individual goals; (2) collectively achieve the department's vision; and, (3) lead to employees’ growth.
- Recruits and/or supervises recruitment and retains qualified personnel consistent with applicable laws, regulations and procedures.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
- Serves as the city's representative to committees and organizations concerned with land development, traffic, transportation systems or other departmental functions.
- Fosters a culture in which quality communication and high trust are foundational.
Reporting Structure:
The Assistant Director for Mobility Services works under the general supervision of the Deputy Director, and often works directly or in collaboration with the Transportation and Development Services Directors. The position exercises direct supervision over work group managers and supervisors, and indirectly over a professional engineering, review, and inspection staff.
Qualifications
Knowledge of:
- Civil engineering principles, practices, and methods as applied to the field of Transportation.
- The relationship between transportation and land use.
- Land development and street use permitting processes.
- Applicable city policies, laws, and regulations affecting Transportation and development activities.
- Leadership, management and supervisory practices.
- Quality improvement methodologies.
- Public budgeting process.
Skill in:
- Conflict resolution and negotiating.
- Identifying emerging issues, developing and implementing new approaches and/or refining the department's organization structure to generate desired results as efficiently as possible.
- Representing politically sensitive or otherwise high-profile Transportation issues to Council and City Executives.
- Presenting technical, difficult to understand, and/or controversial information in an understandable way.

Education, Experience, and Other Requirements:
- Graduation from an accredited four-year college or university with a bachelor’s or master’s degree in civil engineering or other closely related field.
- Eight or more years of progressively responsible experience in transportation, including the direct and indirect supervision of staff. Experience in public infrastructure design/construction considered.
- Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
- Washington State Professional Engineering License required. If already licensed in a different state, ability to obtain license in Washington within one year of hire.
Supplemental Information
Flexible/Hybrid Working:
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
This is a full-time, exempt, at-will, non-union position.
