Job Summary

The Associate Director of HR and Payroll for the College of Agricultural and Environmental Sciences (CAES) supports the objectives, as well as advice and guidance to the College leadership, management, faculty, sta, and students. In close coordination with the Dean's Oce, HR director, and departmental chief administrative ocers (CAOs), the Position manages the full spectrum of HR service delivery to the college and its aliates. These include compensation, organizational design, continuous improvement, talent management, employee lifecycle, HR policy and compliance, employee and labor relations, onboarding, leave administration, visas, and UC Path operations. This Position will engage in the development and implementation of ecient HR systems for activities within this Position's scope, including quantitative metrics for assessment of services and continuous improvement, while delivering exceptional customer service as a primary focus.

This Position supervises a total of 16, both directly and indirectly, and is primarily responsible for the day-to-day operations of the Distributed Shared Service Channel (DiSSC) and HR operations in the college and will act as the escalation tier support for a wide range of HR challenges and concerns from across the college.

Minimum Qualifications

  • Bachelor's degree in business administration, Operations, or Human Resources Management or equivalent combination of education and experience.
  • At least 5 years of experience in a supervisory and managerial, role providing leadership to recruit, train, evaluate, mentor, coach, motivate and performance manage sta.
  • Progressive/increased responsibility and experience managing/working in a large complex organization.
  • Experience in the principles and practices of human resources management and eective leadership to ethically manage and oversee operational resources, including experience in planning, developing, and executing new processes and procedures, analyzing workow and designing ecient business processes.
  • Experience with web-based and integrated/automated Ticket based recruitment, payroll, time and attendance systems, HR systems of record, spreadsheet, word processing, email, and database and presentation software applications. This should include managing personnel transactions unit in a high-volume environment.
  • Experience with managing complex employee relations concerns, including demonstrated partnership with critical groups. This should require in-depth knowledge of human resources and payroll practices, policies, and operational procedures including recruitment, classication /compensation, employee and labor relations, sta development, training and evaluation.
  • Critical thinking and problem-solving skills to research and analyze complex information and resolve issues. Interpersonal and communication skills to eectively interact, communicate and handle sensitive or dicult situations diplomatically involving individuals from diverse cultural and professional backgrounds.

Preferred Qualifications
  • PHR, SHRM-CP, or similar certication. Six Sigma or Lean Training.
  • Experience to design and deliver multi-audience training and presentations.
  • Experience with measurement, metrics, and/or KPIs to drive continuous improvement within operation.
  • Experience with Implementation of HR systems of record and their feature sets. Familiarity with the agile product improvement cycle.
  • Knowledge of UC and UC Davis personnel policy, procedures, practices, and collective bargaining agreements.
  • Analytical skills to continue to acquire and enhance working knowledge of employment practices, procedures and law, in a HEERA collective bargaining environment.

CA&ES is a large, highly federated, complex, and geographically diverse college engaged in an expansive mission of teaching, research, outreach, extension and service, including #1 ranked agricultural research and teaching programs worldwide. This results in a vast portfolio of complex challenges unlike any other college. The college is composed of 15 departments, 7 administrative clusters, 22 center and institutes, 11 research facilities and aliated units located on the Davis campus and at o-site locations. The Distributed Shared Service Center (DiSSC) is a dedicated resource for the College focusing on providing a full range of high quality and cost- eective human resources, personnel and payroll services to the College community.
