Pay Rate

 

$294,780 - $380,424 Annually for the TSM.2 level

Job Description

We have an opening for a Strategic Partnership Projects (SPP) Leader. Strategic partnership projects provide opportunities to strengthen and enhance our core capabilities that serve our nuclear weapon mission, while simultaneously applying those unique capabilities to support the nation's important broader national security objectives. You will provide program development leadership to sustain and grow Strategic Deterrence (SD) enabled SPP opportunities across the national security enterprise to address the daunting challenges the nation faces in a rapidly changing world. You will work closely with the leadership of the Department of Defense (DoD), other government agencies, and the United States industrial base partners to understand the national and strategic technology and capability gaps, needs, and challenges. Using this knowledge, you will help identify capabilities within SD that could be applied to help improve the Nation's security. You will provide oversight into the application of SD resources to develop solutions and transfer technology, ideas, and intellectual property for non-nuclear mission applications. You will work closely with the other LLNL SPP leaders and programs outside of SD to provide support for the broader national security mission of LLNL. This position is in the Strategic Deterrence Directorate.

 

In this role, you will:

 

  • Provide management oversight and leadership for the SPP portfolio of $70M per year. Lead coordination and provide oversight across SD for the development, execution, and growth of SPP activities.
  • Lead, oversee, and help manage external relationships with non-NNSA customers with an emphasis on the SPP portfolio, including the DoD, Office of the Secretary of Defense, other government agencies, and industry partners.
  • Develop and oversee the execution of the SD SPP strategy.
  • Align incoming SPP work with the SD SPP strategy and with available resources; coordinate SPP activities as the lead of the SD SPP Council.
  • Coordinate with other SPP efforts at LLNL and support relevant technologies and capabilities across the Laboratory.
  • Advise SD Principal Associate Directorate leadership on partnership activities and status of SPP efforts.
  • Coordinate with and host visits from across the DoD, industry, and other government agencies.
  • Develop and maintain a career pipeline for SPP and relationship management.
  • Recognize and support plans to promote and foster a culture of inclusion, diversity, equity, and accountability within the workplace.


Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • PhD in science and/or engineering, or the equivalent combination of education and relevant experience.
  • Extensive experience in program development, forming and maintaining strong partnerships with internal and external organizations to establish and achieve strategic program and mission goals.
  • Extensive knowledge in conventional weapons or national security technology areas and familiarity with SD and the LLNL weapons program.
  • Experience forming and leading multidisciplinary S&T programs in conventional weapons or national security technology areas.
  • Exceptional interpersonal and collaboration skills in a dynamic environment while guiding, leading, and mentoring team members.
  • Expert verbal and written communication skills to effectively present on and explain a range of technical and non-technical topics.
  • Experience in strategic planning, and experience in decision-making on matters that significantly affect the ability of the organization and Laboratory to achieve its overall objectives and long-range goals.
  • Extensive experience in building positive working relationships with a broad cross-section of management, technical and administrative personnel, including ability to influence policy and strategic change at senior executive management levels.
  • Ability to travel 25% of the time.
  • Perform other duties as assigned.

 

Desired Qualifications:

 

  • Extensive experience working with senior leaders of the DoD, federal agencies, industry leaders, and other stakeholders.
  • Broad knowledge of national security organizations.
  • Broad knowledge of Laboratory programs, policies, and procedures.
  • Knowledge of rules and processes governing patents and technology commercialization.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity and accountability principles in the workplace.
