Job Description:
The Manager - Emergency Communications Center reports directly to the Director of Emergency Management & Business Continuity. The position is responsible for human resource management of communications coordinators and dispatchers and administrative functions such as schedules and performance appraisals. The position effectively leads, coaches, mentors, teaches and provides guidance to employees that work in a stressful environment associated with the 24/7 year-round emergency communications center operations.

Responsibilities:

  • Manage the emergency communications coordinators and emergency communications dispatchers.
  • Oversee the scheduling, training and staff development of emergency communications coordinators and emergency communications dispatchers.
  • Investigate personnel complaints regarding emergency communications coordinators and dispatchers.
  • Participate in the selection of assigned staff; provide or coordinate staff training; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; work with employees to correct deficiencies; make recommendations for discipline and/or termination.
  • Plan, prioritize, assign, review, coordinate and manage through shift supervisors the day-to-day activities of the emergency communications center including responsibility for the operation and effective functioning of the dispatch center; ensure schedules and adequate staffing for the dispatch operation is set.
  • Participate in the development of goals and objectives; monitor work activities to ensure compliance with established policies and procedures.
  • Supervise a communications shift when necessary.
  • Manage the implementation and communication of operating policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures.
  • Oversee and lead additions and modifications to the Communications Manual.
  • Assist in the development of Emergency Communications Center related budget.
  • Recommend the purchase of supplies and equipment for communications; coordinate repairs to equipment with outside vendors or agencies; requisition supplies and materials as necessary.
  • Oversee, monitor and maintain a variety of dispatch equipment including computer-aided dispatch (CAD) system, automated telephone system, radio system; work with outside agencies to ensure systems are working properly.
  • Coordinate public safety / emergency communications technical service installations, maintenance and upgrades with VASTT, ITS/ACS, Physical Plant and various contractors.
  • Prepare a variety of analytical and statistical reports and correspondence on operations and activities.
  • Provide assistance as directed for special assignments, tasks and projects.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public safety dispatching; incorporate new developments as appropriate into programs.
  • Other duties as assigned.
