Job Description
This position provides daily oversight and administration of the RCTC Local Area Network (LAN) and Wireless Local Area Network (WLAN), that is spread across multiple buildings and sites, used by approximately 7,000 people internal to RCTC and external partners using the RCTC campus facilities. Additionally, the position provides senior-level knowledge and skill in network -related topics with special emphasis on mission-critical, secure, and redundant network architecture in a complex higher education environment.
Additionally, the person in the position serves a key role for cybersecurity to ensure confidentiality, integrity, and availability (CIA) of campus technology systems and data. The position serves as a security analyst assessing security vulnerabilities, following-up on emergency security issues and ensuring that systems are proactively monitored, and risks are mitigated continuously, while meeting business needs. The incumbent must be able to design, monitor and maintain a robust security technical environment that mitigates cybersecurity risks for the college.
This position works under direction of the campus Lead Network & Security Engineer and contributes extensively in analyzing and designing the RCTC Network, investigating new technologies and making recommendations on best fit solutions for the institution.Â
The Network environment encompasses: all telecommunications, electronic communication tools, environmental controls, security systems, transaction processing systems, business critical applications and classroom instructional technologies. Correct design, reliable maintenance, security management, disaster recovery, and downtime emergency response protocols are imperative due to the breadth of reliance on the network.Â
The incumbent must be able to manage and execute major network projects, providing leadership direction to both internal and external team members. The incumbent must conduct regular meetings and evaluate daily status health of network, recommend standards and policies, and communicate effectively with key stakeholders (administrator, managers, faculty, staff, students) across the institution, with partner colleges, with the Minnesota State Systems Office and external service providers/vendors.Â
This position must be able to work across boundaries: with end-users, to gather requirements; with management, to recommend options for decision-making, across the IT Division teams, such as, infrastructure, development, and helpdesk.
The person in this position is also an Essential Employee designation and provides services that are essential to protecting the life/safety of people and RCTC property during campus closings. The person in this position will be part of the rotating on-call pool for after-hours business continuity technical emergencies support.Â
Principle Responsibilities
- Network administration engineering, design and management.
- Cybersecurity administration, engineering, design, and management.
- Manage and execute major network and security projects.
- Provide senior-level technical support to Technical Support Center
- Training and skill improvement
- Represent the Technology Division and IT Department.
- Special projects and other duties as assigned.
Minimum Qualifications
- A two-year degree in a computer related field (OR relevant education/training + work experience equivalence considered). Four (4) years recent experience in network design, analysis, and administration. Two (2) years recent experience in analyzing cybersecurity incidents and/or systems.
- Demonstrated understanding and ability to plan, lead and schedule major system efforts and provide work direction and guidance to others.
- Project management skills sufficient to manage multiple complex projects simultaneously, create clear and attainable project objectives, build project requirements, oversee the cost, time and scope of projects, manage project constraints, motivate and align project resources, and communicate progress and end results and to provide conflict resolution for these and other projects/activities of minor and major scope.
- Demonstrated written and verbal communications skills sufficient to write technical documentation in a concise manner and convey technical information using non-technical language.
- Demonstrated experience with core routers (E.g., Brocade, Cisco, HP) firewall and layer-3 switch configuration and programming, & TCP/IP and other related protocols sufficient to full planning, deployment, and administration.Â
- Demonstrated understanding and ability to programming languages and scripting tools such as Perl, Python, Powershell or similar tools sufficient to creating, debugging, monitoring, and error checking critical systems.
- Knowledge and experience of network and computer security including intrusion detection and firewalls
- Advanced knowledge of 802.11a/b/g/n centrally authenticated wireless networks sufficient for planning, administering, and providing for academic purpose and end users use, a seamless, fast, and reliable wireless service that can be expected wherever they may roam. Â
Preferred QualificationÂ
- Four-year degree in information technology, computer science or computer systems.
- Professional network certifications.
- Professional security certifications.
- Knowledge of infrastructure wiring and wiring standards.
- Project management professional training and/or certification (PMP)
- Professional leadership training and experience managing people and resources.
- Experience leading an infrastructure/network team.
- Knowledge of telecommunications technologies including traditional PBX and IP Telephony.
