RESPONSIBILITIES

  • Performs all duties with the goal of providing customers with unmatched service and employees with security, job satisfaction, and development opportunities.
  • Actively pursue increased knowledge of the company, including our performance and culture, presenting customers with a holistic picture of the company as a top-tier IT services/solutions vendor.
  • Manages the operational planning, establishment, execution, and evaluation of a multifaceted program consisting of multiple ongoing Task Orders.
  • Oversees fiscal, operational, administrative, and human resources management of the program in close collaboration with corporate support offices and Business Area/Unit leadership.
  • Leads Customer Engagement activities in developing and growing customer relationships including quarterly meetings, and yearly visits.
  • Serves as principal point of representation and liaison with external stakeholders, to include partners and customers, on operational matters and provides day-to-day technical/professional guidance and leadership to Project Managers.
  • Supports business development and proposal efforts and understands how to complete Pink, Red, and Gold team reviews.
  • Plays a lead role in recompete development, to include coordination with the assigned Proposal Manager and training Project Managers and team members to prepare for and complete recompete proposals.
  • Assist with writing proposals and win themes, crafting support solutions in response to capture efforts.
  • Leads Customer Engagement activities in developing and growing customer relationships including quarterly meetings, and yearly visits.
  • Oversees multiple Task orders that involve the successful management of teams composed of information technology professionals.
  • Provides training, mentorship, and oversight to Business Unit Project Managers.
  • Performs day-to-day leadership and management of program support operations, involving multiple projects and groups of personnel at multiple locations.
  • Demonstrates excellent written and oral communication skills.
  • Ensure program deliverables are submitted in a timely manner and are of high quality.
  • Maximize organic growth within the program.
  • Establishes and alters (as necessary) the portfolio management structure to direct effective contract support activities in coordination with Business Area/Unit leadership.
  • Creates subcontracts, sole source justifications, and price reasonable documentation for purchase orders for subcontractors.
  • Works with the corporate Contracts Department to review and approve of all subcontracts and contract modifications.
  • Reviews and completes the project closeout process at the end of each period of performance and at the end of the contract period, accounting for financial closeout, customer communications, execution of closeout contract modifications, and documentation of final deliverable submissions.
  • Manages the procurement process from initiation to closeout in coordination with the corporate Contracts Department and assigned Project Managers.
  • Reviews and approves invoices for accounts payable and accounts receivable.
  • Attends and prepares Project Managers for project briefings to Executive Management.
  • Schedules and attends monthly financial meetings with Business Area/Unit leadership.
  • Complete Performance reviews/appraisals for Project Managers and any other assigned personnel.
  • Ensure the financial viability of the portfolio, providing guidance to Project Managers concerning new hire salaries as well as employee transfers between projects, promotions, and annual merit increases.
  • Work with HR to address employee issues or concerns.
REQUIRED QUALIFICATIONS
  • Have 10+ years of increasing program management and project operations leadership (preferably with the DoD).
  • Must have the desire and ability to lead a complex portfolio, taking ownership of all operational aspects of awarded work and continuously improving the customer and employee experience.
  • Possess extensive MS Office suite expertise, to include MS Project and Excel.
  • Ability to coordinate the design and continuous improvement of IT solutions and services.
  • Demonstrated ability to write IT-focused proposals, white papers, and briefings.
  • Demonstrated ability to manage spreadsheets and financial documents (Unanet preferred).
  • Ability to guide and oversee contract pricing requirements and adherence to approved pricing models.
  • Program Management certification (i.e. Project Management Professional (PMP) certification or other equivalent/recognized Project or Program Management certification).
  • DoD 8570 IAT or IAM certification• ITIL Certification (preferred).
