The Navigation and Cockpit Systems (NACS) Business Unit is seeking a Program Director for the Sentinel Navigation Inertial Measurement System (NIMS) to join their team in Woodland Hills, CA. *

This Director will be responsible for executing the Sentinel NIMS Engineering Manufacturing and Development (EMD) contract. They will ensure all engineering, manufacturing, business management, mission assurance, and supply chain activities are executed to meet program requirements for cost, schedule, and technical performance.

    

This individual will report to the Director of the Strategic Navigation Operating Unit and will provide day-to-day program management leadership to meet the Sentinel NIMS EMD program objectives / financials.  The individual should be experienced in all aspects program management, including business strategy and growth. The Director must also have firm working knowledge of the engineering and manufacturing process, from requirements analysis to operations through verification and validation testing.  The ability to lead diverse teams and a strong leadership background is required.

The position has significant senior leadership contact and will require a candidate with strong leadership and decision-making skills with the ability to perform in an environment of ambiguity and continuous change.  The position must role model Northrop leadership characteristics.  The Director must have strong communication, executive presence, and cross-cultural skills to be able to effectively interact with a geographically distributed execution team.  Candidate will be required to travel approximately 25% of time.

Experience working in a matrix organization is a plus; demonstrated skills in planning, organizing, and coordinating with cross-functional peers required.  Looking for a self-starter with the initiative to drive the business coupled with good sound judgment.

The Program Director will lead all phases of programs from capture and inception through completion and closeout:

Responsible for the cost, schedule, and technical performance of programs

* Participates in the negotiation of contract and contract changes

* Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contracts

* Acts as customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

* Develops new business through offset, teaming, non-traditional contractors, and large subcontractor strategies

* Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions

* Directs the work of employees assigned to the program from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program

Program Director responsibilities include:

* Establish strong business relationships with customer leadership teams and create effective partnerships across functions including Business Management, Engineering, Manufacturing and Logistics as well as other Profit & Loss organizations

* Proactively identify trends, risks, and opportunities within the organization and develop solutions in partnership with peers, division and matrix leadership, and regional/division HR business leaders

* Using data and analytics, develop solutions to current business issues as well as proactively engage in risk mitigation

* Analyze and concisely present information to the management team to enable good business decisions

* Provide day-to-day people leadership of team and create an environment that accelerates development of talent

* Role model for leadership characteristics and assist in driving business growth from an organization and talent perspective.  Be a diversity champion.

* Play a key change leadership role in the company’s transformation by creating a culture of growth, innovation and risk taking

* Project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on a development-type contracts

Basic Qualifications:

* Bachelor’s Degree with a minimum of 12 years of related experience; OR Master's Degree with a minimum of 10 years of related experience

* Minimum 8 years of management experience in Functional Management, Engineering Management, Operations Management, or Program Management

* Demonstrated understanding of EVMS and Risk and Opportunity Management

* Demonstrated experience with New Business / Capture Management

* Demonstrated leadership skills and the ability to work effectively in a team environment

* Demonstrated experience with establishing customer intimacy

* Effective communication and presentation skills

* Experience with DoD & international customers and/or partners

* Active DoD Secret Clearance; OR DoE Equivalent (active clearance is required to be considered for this role)

Preferred Qualifications:

* Master’s Degree in Engineering a similar technical field, or Business Administration

* 15 years of related experience

* 10 years of management experience in Functional Management, Engineering Management, or Program Management

* Experience leading new product development and/or EMD programs

* Knowledge of strategic weapons systems and inertial navigation systems/sensors

* Active DoD Top Secret Clearance; OR DoE Equivalent

*Salary Range: *$198,200 - $297,200

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
