Job Summary

Under direction of the Physical Plant Mechanic Supervisor, provide journey-level plumbing/utility skills for

  • Inspects campus construction projects for conformance with project plans and specifications, applicable codes and standards, policies and procedures; quality assurance.
  • A technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.
  • Uses advanced inspection skills and concepts with a full understanding of industry practices and policies and procedures to perform highly complex inspection of construction work by contractors, as well as other personnel for new construction, alterations and repair. Reviews design development and construction documents, specifications, and bid documents for construction features prior to release for bid; and participates in final inspection and final acceptance procedures. Exercises good judgment in selecting methods and techniques for obtaining solutions and ensuring compliance with all applicable building codes, rules, regulations, laws, etc.
  • Applies advanced inspections concepts to provide inspection for construction of all facilities including new construction, modifications to existing facilities and repairs to all underground utilities including but not limited to, high pressure steam lines, domestic and fire water mains, medium and high pressure gas lines, sanitary sewer lines, storm drains, and duct banks for various electrical installation and distribution systems, and voice and data, including fiber optics.
  • Provides combination inspection(s) on wide variety of construction projects ranging from very small Tenant Improvements through complex new construction and infrastructure replacement projects.
  • Provides Inspector of Record (IOR) services on complex general construction projects, coordinating the activities of other inspectors and 'special inspectors' as required by California Code of Regulations Title 24.
  • Coordinates inspections with State / Local Fire Marshall.
  • Provides written documentation of all inspections performed, including daily reports, weekly updates and other reports as required to keep various project participants informed as necessary.
  • Leads review activities for all plans including specifications for all projects including meeting and discussing findings with appropriate designers as required.
  • Ensures compliance with all applicable codes, plans and specifications, campus standards, and acts in the capacity of deputy to the University Building Official.', alteration, operation, and maintenance of water, sewer, storm drainage, swimming pools and natural gas systems.

Minimum Qualifications

  • Must possess one or more of the following certifications: * DSA Class 1 or 2, or * ICC C5 Commercial Combination or * OSHPD Class A or B
  • Bachelor's degree in related area, or equivalent experience/training/certification in a related skilled trade.
  • Minimum total of eight (8) years' experience involving building projects of Type I or Type II construction as a field representative in technical inspection or Quality Control of major structural and nonstructural systems and components of buildings.
  • Advanced Knowledge of Title 24 California Building Codes and an ability to inspect structural, architectural, mechanical, electrical, plumbing, fire and life safety and administrative code requirements.
  • Advanced technical knowledge to review and interpret construction documents, schedules, sequences and practices; ability to anticipate problems of implementing construction administration, advise department leadership on project status, and recommend alternate approaches for successful completion.
  • Advanced skills to use digital tools for reviewing plans and submittals, monitoring construction status, documenting field reports and inspection requests, approving pay applications, managing department internal processes, communicating with outside agencies, and other needs as required.
  • Advanced level of understanding and ability to work with Designated Campus Fire Marshal and other regulatory agencies and to coordinate the requirements of these organizations in the field; technical knowledge to interpret between the requirements of these organizations and the Code when conflicts or overlaps may exist.
  • Advanced verbal and interpersonal communication skills, including the skills to work effectively with a broad range of constituents (from construction workers to the highest levels of University management personnel); applicant must be able to work as a professional, respectful team player in an environment that may occasionally be under stressful circumstances and full of conflicts, budget concerns and schedule pressures.


Preferred Qualifications
  • Advanced knowledge of Campus including its infrastructure, design standards, applicable rules, regulations, policies and practices.
  • Financial knowledge to evaluate construction cost estimates, and review and approve contractor payment requests.
  • Knowledge of the USGBC LEED certification process and application of LEED principles during inspection activities.
  • Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadlines and heavy workload. Ability to provide exemplary internal and external customer service to all individuals by demonstrating a willingness to be attentive, responsive, fair, courteous and respectful.

  • 10% - Leadership of Commissioning Efforts and Other Duties


Department Overview

This role requires the following:

* CI4 work collaboratively within a group of approximately 10-12 certified inspectors, in support of Project Management efforts.

* Both design and construction phase review skills required.

* Projects executed within this group are inter-connected with large campus-wide efforts.

* Candidate's experience may vary based upon specific inspection expertise.

* Climb ladders and several flights of stairs. May climb, crawl, bend, stoop and work in tight, confined areas. May lift up to 50 lbs.

* Work occasional evenings and weekends as required to meet operational needs. Occasional travel.

* This position may, at times, require the individual to work with or be in areas where hazardous materials and/or infectious diseases are present. Specific hazards include but are not limited to: asbestos, PCB's, radioactive materials, industrial and laboratory chemicals, fuels, solvents, infectious materials and wastes, biological hazards and other materials labeled hazardous.
