Manager, Infrastructure Budget & Contract Oversight - Military Veterans

POSITION SUMMARY

Manages all contract initiations and renewals for the Infrastructure department. Acts as liaison for maintenance contractors and various Authority departments, including the Procurement, Budget, Capital and Maintenance departments. Assists with overseeing and building the annual Infrastructure Operating Budget. Ensures compliance with the utilization of tracking operating and capital expenditures via SharePoint in adherence to the annual budget numbers. Maintains documentation for all contracts and contract renewals.
PRIMARY RESPONSIBILITIES

  • Leads management of contract initiations, renewals, and other administrative monitoring of existing contracts.
  • Serves as main point of contact between Procurement and Maintenance Department staff.
  • Oversees contract compliance with both internal policies and governing regulations.
  • Compiles and recommends specification changes and updates for all new and existing contracts.
  • Tracks contract duration status and availability to prepare for contract renewal.
  • Assists in the preparation of the annual Infrastructure budget.
  • Ensures all expenditures are entered into SharePoint.
  • Reports Monthly performance of all labor, material and contractual expenses.
  • Serves as the main point of contact to receive budget submissions.
  • Serves as an administrative liaison to support departments for defining and developing strategies and executes and tracks solutions for agency initiatives.
  • Serves as a Department representative for planning and the allocation of funds for requested Capital Improvement Projects
  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. Prepares written reports.
  • Performs other duties as assigned.

  • Developing and tracking outcome and output metrics needed in long-term and short-term decision making.
  • Coordination and management of multiple projects with balancing competing priorities and deadlines.
  • Documenting, reviewing and, recommending improvements and/or cost reductions for various Maintenance departments.
EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor's Degree in Finance, Accounting, or Business Management, plus four (4) years of experience in data analysis, finance, budget management, project management, and/or contract management, or a combination of education and experience, including any relevant military experience, may be substituted in place of the above mentioned requirements.
  • Required to obtain and maintain Rail Safety Training certification.
PHYSICAL REQUIREMENTS
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of accounting and finance practices and principles.
  • Working knowledge of the practices and methods in budget management.
  • Working knowledge of the principles and practices in operational analysis.
  • Strong project management skills.
  • Strong Microsoft Office skills (Microsoft Word, PowerPoint, and Excel; Access preferred).
  • Strong oral and written communication skills to effectively communicate with a variety of audiences.
  • Strong organizational skills with exceptional attention to detail.
  • Strong research, analytical and problem solving skills.
  • Ability to lead and coordinate a group of people towards a common goal.
WORKING CONDITIONS
  • General office environment.
  • Required to travel to various CTA field locations and transit property locations, including bus garages, rail terminals, while conducting field investigations.
  • Subject to work near energized rail (600 volts DC) and moving trains.
  • Subject to normal garage and terminal hazards such as noise, dust, grease, moving vehicles, etc. when visiting field locations.
  • Subject to existing weather when visiting the field.

  • Standard office equipment.
  • Personal computer and related software (Microsoft Word, Power Point, Excel).
  • CTA cellular telephone and two-way radio.
