Expected salary range of $165,600 to $184,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

PRIMARY PURPOSE OF POSITION

The position manages wholesale market development for Constellation. The position creates value by developing and advancing Constellation's wholesale and retail market policy positions in the rapidly evolving electricity markets in PJM. The successful candidate will work closely with Constellation's commercial business units to identify commercial opportunities and risks in PJM. In this heavily collaborative role, the position functions as a critical information conduit, responsible for keeping internal teams abreast of meaningful regulatory trends and initiatives impacting electricity markets. Through advocacy, persuasion, and collaboration, this position will advocate on behalf Constellation with external stakeholders at PJM and trade associations. The position also provides support for PJM related activities at FERC and with the PJM states and DC. This position reports directly to the Director, Wholesale Market Development for PJM.

PRIMARY DUTIES AND ACCOUNTABILITIES


  • Analyze, propose, and advocate for market rules and policies in PJM to support Constellation's commercial business; identify emerging trends and policies that provide commercial opportunities or create commercial risks for the business.

  • Work with internal and external resources to help develop and execute strategic policies that support effective competitive markets and policy objectives

  • Track issues and ensure that the business units are aware of PJM market rule development and contribute to regulatory filings.

  • Review relevant PJM regulatory and public policy initiatives and identify relevant issues and timely communicate with respect to impact on Constellation.

  • Build and maintain strong relationships with PJM members, officials, trade associations, and stakeholder groups.

  • Assist in the supervision of managers and analysts that support work efforts in PJM.



MINIMUM QUALIFICATIONS

  • Four-year degree in engineering, economics, or related field.

  • 10 years of professional experience with at least 4 years in the energy, utility and/or environmental industry with a focus on public policy development and/or implementation, or 8 years of professional experience with at least 6 years in the energy, utility and/or environmental industry with a focus on public policy development and/or implementation.

  • Experience with RTO/ISO stakeholder process, including at least 4 years active involvement in the PJM stakeholder process or at least 6 years active involvement in one or more other RTO/ISO stakeholder process.

  • Excellent oral and written communication and relationship building skills to enhance the effectiveness of Constellation's advocacy by assisting in building and supporting coalitions and representing the company within regional and state organizations.

  • Strong interpersonal skills to serve as an effective liaison between corporate leadership and leaders at PJM and key stakeholders.

  • Ability to develop and implement strategic initiatives and relationships that support company policy objectives.

  • Ability to effectively communicate complex recommendations to a variety of audiences including Senior Management.

  • Ability to create practical solutions to complex problems through collaboration.

  • Understanding of energy industry broadly, and tor specifically expertise in PJM markets, planning, or operations.

PREFERRED QUALIFICATIONS

  • Expertise in transmission-related matters arising in the PJM stakeholder community.

  • Post graduate degree in engineering, law or business.
