Executive Director (CLIN RSCH MGR 2) Job Summary MGR234 The Executive Director (ED) is responsible for short-and long-term strategic planning; fiscal oversight; leadership, planning and policy development, interpretation and implementation; resource management; design and development of operational and financial programs; and personnel administration. The incumbent is responsible for designing and directing an integrated unit for the management and conduct of clinical trials including administrative, clinical, financial, human resources, and regulatory compliance activities to support the Cancer Center goals. The Cancer Center continues to grow in scope and research activity. The incumbent is responsible for ensuring that the components and processes of the OCR are adjusted and modified to meet the growing needs of the faculty and staff without overspending available funds. The ED is responsible for ensuring the administrative framework necessary to comply with all contract, programmatic, and compliance (IRG, FDA, NCI, and UCO) requirements. The incumbent serves as the primary administrative spokesperson for the OCR and works closely with counterparts at the NCI, various Cancer Center organizations, and the University (Contracting, Sponsored Programs, Legal Counsel, Accounting, Human Resources and Purchasing). The incumbent also represents the OCR on University/Hospital committees, participates in national committees and task forces related to clinical trial activities in NCI-designated comprehensive cancer centers, and serves as a liaison at the state and federal level to advance clinical research interests as well as community outreach. The Executive Director is charged with managing a core group of services that are available to faculty on a sponsored basis. Sponsors include NCI, industry, discretionary funds from institutional or philanthropic sources, and third-party payers. The ED will be an advocate as needed for change improvement and new core services. The effective performance of multidisciplinary clinical research requires a stable infrastructure that provides support for securing and managing clinical trials; assists investigators in protocol development; thus, the significant responsibilities of the incumbent include hiring, training and coordinating the work of clinical research coordinators; developing study (clinical trial) budgets and managing pre-award administration, facilitating processes related to regulatory affairs, overseeing collection and storage of clinical research data in a compliant and secure manner, and assuring internal quality controls in all areas of responsibility. The ED's duties include financial and program planning, personnel management, space and facilities management, systems development and the development of, and participation in, NCI-mandated and monitored committee activities. The ED oversees the efforts of approximately 100 professional staff including a Clinical Research Director, Assistant Directors, supervisors, clinical, data, and regulatory coordinators, and budget/finance administrators with expertise in the conduct of clinical trials. Activities directed by this position include study data collections, management and reporting; industry contracts; study budgets and finance, accounting, regulatory affairs, protocol review, human resources, human subject protections and faculty support. This position also oversees and directs all financial accounting, budgeting, planning and reporting, and all aspects of pre award administration, including financial and programmatic record keeping and reporting to funding agencies Apply By Date : October 14 th , 2024 at 11:59 PM (PST) Minimum Qualifications Master's degree in health administration or a minimum of 10 years of related field and/or equivalent education and experience. Extensive experience with clinical research trials management specifically in a university or healthcare environment. Leadership and/or management experience including long-range planning to support program sustainability. Financial management experience. Broad knowledge of clinical research concepts, federal, state and local laws and regulations, and industry requirements regarding the proper conduct of clinical trials (FDA, IRB, and NCI guidelines). Broad theoretical and operational knowledge of clinical and patient safety standards and regulations relating to clinical research. Broad knowledge of all phases of clinical research, from study startup through closeout and primary publication and presentation. Knowledgeable about clinical studies involving complex trial design issues. Demonstrated management experience and/or skills supervising, maintaining and developing clinical staff within the study team, and acting as a mentor for professional staff and conducting reviews and performance evaluations. Experience working collaboratively with other cross-functional teams and people with a wide range of educational backgrounds. Demonstrates excellent problem-solving and analytical skills to addresses complex or new problems; to quickly evaluate complex issues and identify multiple options for resolution. Strong communicator; includes verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills. Preferred Qualifications Knowledge of the financial practices in the School of Medicine, UC Budget office and UC Davis Medical Center. Designated by the National Cancer Institute (NCI) as a Comprehensive Cancer Center, the Center is a clinical and research enterprise consisting of over 300 faculty members from the Davis, Sacramento and Lawrence Livermore National Laboratory campuses with research funding totaling ~$50M and a robust Clinical Research Program with 200+ trials (Phase I - III) open to accrual at any given time. The Office of Clinical Research (OCR) is a centralized clinical trials organization that facilitates the conduct of translational and clinical research focused on the development and use of safer and more efficacious therapeutic agents with a growing number of nontherapeutic studies. The OCR is responsible for facilitating the conduct of clinical research as managed by the following interacting units, a) Clinical Affairs; b) Regulatory Affairs; c) Business Affairs; and d) General Operations (e.g., quality assurance, protocol development, Correlative Lab, etc.).
