The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects. Position Summary Full Time, Non-Exempt, Benefited position. Salary: $3,465.00-$4,667.00 per month. Location: CSUSB Campus. Work Schedule 40 hours per week. Typically, Monday-Friday from 8:00AM-5:00PM though some nights, and weekend work may be required. First Review Deadline This position will remain open until filled. Typical Activities Under minimal supervision of the UEC Human Resources Manager, the Payroll Assistant will work independently to: Initiating, preparing, auditing and processing of semi-monthly payroll for auxiliary employees under the guidance of Federal and State regulations and each auxiliary's Personnel Policies using automated payroll and time clock system (Paylocity). Ensuring accuracy and timeliness. Calculating CalPERS Retirement employee and employer contribution, reporting payroll to CalPERS and creating journal entries for labor allocation. Processing employee withholding orders for payroll garnishments. Timely processing of separation checks under California Labor Law guidance. Creating journal entries for payroll runs using custom payroll reports and entries with labor allocations for multiple projects. Verifying time off accrual system calculations and auditing time sheet and preparing annual accrual report for auditors. Independently calculating Workers' Compensation accrual and providing journal entry to Accounting. In conjunction with Human Resources, provide data for employment verification, leaves of absence, Unemployment, Workers' Compensation and similar requests. Provides customer service by contacting employees regarding outstanding checks, assisting employees with stolen/lost checks, direct deposit, time sheet preparation, with user sign-in for employee time clock, providing guidance with W-4, W-2 and pay stub questions and provide other customer assistance as needed. Providing assistance to department supervisors and managers regarding time keeping records and payroll services, working collaboratively with all UEC, other auxiliary departments and campus departments as necessary. Processing Non-Resident employee tax determination utilizing NRA tax software. Providing payroll documents for audits and performs a variety of general office duties to include, but not limited to, data entry, filing, answering telephones, sorting checks, data research, photocopying, compiling documents and forms and assisting walk-in customers. Must utilize HRIS and Excel extensively and other MS Office products such as Outlook, Word and PowerPoint. It is crucial for the incumbent to set own priorities regularly, manage multiple work assignments, meet necessary deadlines, and perform other duties as assigned while working in an environment of constant interruptions. Minimum Qualification Education & Experience: Applicants must possess the equivalent to 1 year of general administrative experience with similar payroll related recordkeeping and data entry responsibilities or any combination of education and experience which provides the required knowledge and abilities Experience with general accounting preferred. Specific experience with HRIS systems and HR/Payroll related data entry is required. Experience with Paylocity is preferred. Applicants should have familiarity with applicable employment/payroll laws. Other: Must have the ability to audit and reconcile data; interpret and apply written rules and regulations, accurately enter data and follow oral and written instructions. Must have excellent organizational skills, be very detail oriented, accurate, and efficient and possess a thorough knowledge of general office methods, procedures and practices. Must be computer literate, have above average knowledge of Excel and have experience in compiling spreadsheets, charts and graphs. Must be able to effectively utilize other MS Office Suite products (Word, PowerPoint, Outlook). A general knowledge of applicable university infrastructure, policies and procedures is necessary along with thorough knowledge of correct English, grammar, spelling and punctuation. The ability to learn, interpret independently, and apply a variety of complex policies and procedures is required along with the ability to identify deviations from applicable policies. Must have the ability to perform standard arithmetic functions of a transactional nature, such as ability to calculate figures, percentages and amounts, using an adding machine/calculator. Must have the ability to work with and take direction from a diverse group of people, have problem solving skills and effective interpersonal and communication skills including with those at a higher level and those sensitive in nature. Should be a self-starter with the ability to work under general direction as well as in a group/team environment and maintain confidentiality. Applicants should be able to work well under-pressure in a high volume, busy office setting with frequent interruptions and multi task efficiently.
