Program Manager (Technical SME) - Military Veterans

Cloud Lake Technology is looking for a seasoned Program Manager with extensive telecommunications experience to lead an upcoming prime contract that provides program management; engineering; service agreements acquisition; and operations, administration, maintenance, and provisioning support to ensure emergency communications are available to the government during disasters and crises. In this role, you will be the single point of contact for the government customer for both management and technical matters. You will coordinate all requirements of the task order and oversee performance of the team and resources.
Responsibilities
- Serve as primary point of contact for status and resolution of all contract management, implementation, and technical matters for the contract.
- Responsible for organizational resources and management controls to include program planning, financial reporting, quality assurance, quality control, strategic and operational planning, progress/status reporting, and program reviews to meet performance and schedule requirements throughout contract execution.
- Provide day to day program management in delivering senior systems engineering and technical support in telecommunications, acquisition, planning, design, implementation, and operations of priority telecommunications services and applications on commercial voice networks.
- Prepare complex and professional documentation concerning voice network technology trends, new services, carrier network upgrade timelines and their impacts or enhancements to existing or future communications services.
- Manage and write highly technical documentations to acquire services and features.
- Review and comment on the technical feasibility, pricing, and schedule of vendor and carrier proposals
- Provide expertise in organizing and presenting technical briefings to senior management to support strategic program decisions.
- Convey experience in user applications, design, deployment, and operations of wireline emergency telephone systems and mobile public safety and priority communications networks.
Provide program management support for Telecom Network Operations and billing processes. - Lead, motivate and communicate with your delivery team to ensure exemplary program delivery and manage their utilization, timecards, expense reports, performance evaluations, and training/career development.
- Drive continuous improvement in service and solution performance, reliability, compliance, and efficiency
- Support corporate growth opportunities.
- Support other corporate initiatives and projects as needed.
Qualifications
- Bachelor’s Degree from an accredited university in Management, Engineering or Communications.
- Current Project Management Professional (PMP) certification.
- Minimum of 8 years of experience in telecommunications, preferably IP-based, acquisition, negotiation, planning, design, implementation, and operations, with a nationwide network carrier (preferred). Background must reflect that the experience and knowledge is current with respect to IP networks.
- Must possess an active DoD Secret Clearance.
- Strong knowledge of major wireless/wireline networks, services, and pricing, and experience with network interworking and interfaces, and VoIP communications.
- Experience with national security and emergency type communications involving network damage, network congestion, network security and network management.
- Experience with government emergency communications requirements with GETS/SRAS and WPS preferred.
- Experience in gathering user requirements and translating them into contract requirements.
- Excellent written and verbal communication skills with experience briefing senior federal.

- Experience of working in a structured, quality environment (e.g., CMMI, ISO, ITIL) preferred.
- Experience supporting organic growth activity and proposal writing preferred.
