Lead Program Analyst (Regional Augmentation Team) - Military Veterans

Summary The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. The Regional Augmentation Team (RAT) supports the Office of Aerospace Medicine (AAM) regional program efforts and other AAM efforts in the performance of AAM employee’s primary duties, including preparation for and response to public health events affecting the aviation industry. This position is the Lead Regional Program Analyst (RPA) for the Regional Augmentation Team (RAT). Responsibilities The Lead RPA serves as senior program analyst of the team and provides direction to lower-level program analysts and regional program groups on various programs and public health tasks/assignments. The position uses public health expertise to directly support and advise the Regional Augmentation Team (RAT) Manager. The Lead RPA brings recommendations on program improvements to the RAT Manager and is delegated the responsibility to guide projects and activities and implement change with the team. Acts as a project lead for special projects assigned by the RAT Manager with a national impact. The Analyst identifies the scope of work, resources needed, team members and manages project schedules. Organizes work and maintains project documents. Develops metrics to measure success. Applies experience and comprehensive knowledge of management principles, processes; analytical and evaluative methods and techniques to assess organizational and public health plans, and to conduct functional activities for regional project/programs. Duties include: Regional Program Projects - Special projects related to one or more of the following regional programs and activities within the Regional Aerospace Medicine Division: Airman Medical Certification, Air Traffic Control Specialist (ATCS) Health, ATCS Applicant Medical Clearance, Aviation Medical Examiner (AME) Designee Management, Aviation Medical Examiner (AME) Surveillance; Reviewing and evaluating the effectiveness of projects and making recommendations for the establishment or modification of policies, standards, and procedures; Advising the RAT team on trends and developments in public health which may affect the other AAM programs; Assessing the programs to realign priorities with changing trends in public health; Develop, monitor, implement and evaluate current or projected complex, medical programs which may include governmental or non-governmental organizations. Possesses and applies subject matter expert (SME) level of understanding applicable to federal regulations. Works with Flight Surgeon program advisor and headquarters in coordination with the Senior Regional Flight Surgeon (SRFS) to advocate for program needs, prioritize goals, and facilitate solutions. Independently plans time. Makes optimal use of resources to complete activities within established schedules. Demonstrates leadership competencies in leading people, leading change and being results driven. Respects and values individual differences and diversity when interacting with others to facilitate the efficient operation of programs assigned to the regional AAM divisions. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Incumbent will provide guidance to less-experienced professionals. Acts as point of contact for currency of content management systems that hold manuals, guides, tools, and document libraries. Identifies needs, challenges, and opportunities for improvement within the program. Coordinates with other AAM program national leads on projects that impact multiple programs. Supports regional offices in maintaining operations during any periods of human capital shortages. Work is reviewed through status reports and at project completion, to ensure policy compliance and alignment with the requirements of the program, projects and/or other work activities. The work of this position may also affect internal and external customers. As a member of the RAT, the individual is subject to activation for public health operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. This position requires access to Top Secret/SCI documents/meetings. Performs other related duties as assigned. Qualifications TO QUALIFY AT THE FV-I (FG/GS 13) LEVEL, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to FV-H (FG/GS 12) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes using analytical and evaluative methods and techniques to assess programs; identifying problem areas and providing recommendations for improvement; developing schedules, coordinating, and managing projects and resources; using medical terminology and medical clinical information databases in the performance of work assignments; leading groups; reading, interpreting, preparing reports, summarizing medical information and documents; training others in related duties.
