Researcher (Program Officer), Halving Global Violence, Pathfinders - Military Veterans

In addition, CIC co-founded and currently hosts the Pathfinders for Peaceful, Just and Inclusive Societies , a multi-stakeholder partnership that brings together UN member states, international organizations, civil society, and the private sector to accelerate delivery of the SDG targets for peace, justice, and inclusion.

Position Summary

The Researcher (Program or Research Officer) independently produces research at a high-quality level, under supervision of the Program Director or senior program staff. The Program Officer, under the guidance of the Program Director, takes a lead role in the development and drafting of reports, fact sheets and other written publications. The Program Officer is also able to develop programmatic objectives and strategies; manage various, discrete aspects of program development and implementation, problem solve, maintain knowledge-based research networks and contacts, and identify new frontiers of knowledge and funding sources. This position is specifically focused on the reduction of all forms of violence with a special intensive focus on research and programmatic efforts at the nexus of disarmament, small arms and light weapons (SALW) control, and gender equality. It will be closely involved in efforts relating to the management of the Gender Equality Network for Small Arms Control (GENSAC).

Responsibilities

  • Contribute, independently and in collaboration and with input from with senior staff, to all phases of the research process (design, execution, analysis, and writing), as outlined in CIC?s Research Business Plan and Pathfinders internal strategy with a special focus on gender and international instruments pertaining to the management of SALW.
  • Contribute to and support program directors, associate directors, senior program officers, and others in their work with UN entities, member states, civil society, and others, as well as the diverse and varied GENSAC member organizations, to identify and develop innovative approaches to research and evidence, implementation and follow-up.
  • Support research agenda and program management/execution, including by organizing meetings and events, finalizing, preparing relevant and related policy and meeting briefs, managing publications and translations, generating content for the website, newsletters and other outlets.
  • Support outreach, engagement and collaboration with member states, UN entities, civil society, and research partners, businesses and other stakeholders through events, meetings, briefings, and other actions. Lead in some convening and long-term partnership development activities, especially those focused on growing, expanding, and sustaining the GENSAC network.
  • Write practical, policy-oriented publications that are concise and polished in quick turnaround times. Proactively draft communication about the program?s work, including GENSAC-specific communications, through blogs, social media, and other channels, in coordination with Pathfinders and CIC?s communications staff
  • Support program directors and associate directors to manage grants, budgets, donor relations, project staff, and consultants, including in grant reporting, and proposal writing with full responsibility for specific, concrete administrative subtasks.

The program officer reports to the Program Director and keeps them closely informed of efforts and progress.

Required Education

? A master?s degree with minimum 5 years of relevant experience. Experience in lieu of education may be considered.

Required Experience

? 5-7 years of relevant work experience, especially as related to gender and the control of small arms and light weapons, including within the non-government and multilateral sectors, ideally in collaboration with grassroots civil society networks.

Required Knowledge, Skills and Abilities

? Experience with relevant research and practice in the areas of gender, women?s equality, arms trade instruments, civil society organizing, and SALW control.

? Experience in managing relations with high level government counterparts and multilateral interlocutors as well as civil society, especially those operating at the community-level in Latin America, Africa, and/or the Western Balkans.

? Experience in research, writing and analysis; experience with literature reviews, especially as related to gender and SALW.

? Experience in planning, scheduling, and organizing meetings, including those involving a range of actors across sectors and regions.

? Drafting and preparing briefing notes and records of high-level meetings, especially on technical SALW topics.

? Experience providing support to senior managers and executive-level directors, including managing complex schedules for senior leaders and high-level government and UN officials.

? Excellent interpersonal and diplomatic skills, demonstrated strong collaboration skills, and high level of discretion in dealing with confidential information.

? Previous experience working in culturally diverse settings or international organizations.

? Demonstrable evidence of leading research projects, including on research design, execution, and write-up.

? Demonstrable evidence of successful experience managing programs, including design, budgeting, reporting, and other administrative tasks.

? Experience delivering public statements, especially on gender and small arms, in high-level and multilateral fora.

? A proclivity for problem-solving and interest in finding solutions, a professional and team-player attitude, working respectfully and productively with colleagues, both within and across teams, with a positive approach and a growth mindset.

? Ability to undertake travel, including under sometimes challenging circumstances.

? Takes accountability for all aspects of assigned work and proactively seeks out guidance where needed.

Preferred Education

? A Master?s Degree.

Preferred Experience

? Experience in or knowledge of CIC research areas, as well as knowledge of/experience with national and subnational governments, the United Nations, and other multilateral organizations.

? Experience in working with different types of stakeholders and at different levels.

? Experience in conveying complicated, nuanced and substantive research, policy work and programmatic priorities to partners and diverse stakeholder groups.

? A history of prioritizing across a wide range of assignments and consistently delivering at a high level of quality in high pressure, fast-paced environments

Preferred Knowledge, Skills, and Abilities

? Fluency in another UN language is strongly preferred. Other non-UN languages are considered an asset.

? Excellent time management and organization skills.

? Ability to perform under minimal supervision and adapt.

? Excellent, interpersonal, and written as well as oral communication skills.

? Proven experience working in New York multilateral contexts, ideally through a member state mission to the UN, to advance relevant gender and SALW issues.

? Ability to negotiate solutions and problem solve; high degree of initiative, reliability, and resourcefulness.

? Demonstrate sound judgment, and ability to make time-sensitive decisions and take appropriate action.

? Good understanding of protocol working with UN senior officials, Ambassadors, and senior government officials.

? Experience as a published author of research, policy notes, and/or blogs on the topic of gender and SALW.

? High level of proficiency in office technology including Microsoft Office Suite, Google Suite, Dropbox, and Slack

? Well-versed in quality data collection to ensure adequacy, accuracy and legitimacy of data in NYU systems and be able to strictly follow data privacy and security procedures for data handling and analysis to ensure adherence to legal and institutional standards.

Additional Information

In compliance with NYC?s Pay Transparency Act, the annual base salary range for this position is $67,275 to $93,150 New York University considers factors such as (but not limited to) the specific grant funding and the terms of the research grant when extending an offer.
