Monitoring and Evaluation Advisor II – International Technical Programs/SAF (Advisor II, Int’l Technical Programs (PM 1055)

The American Red Cross seeks a Design, Monitoring, Evaluation, Research and Learning (DMERL) Advisor to support the work of the International Services Department and Services to Armed Forces. The position is responsible for assisting with the planning and design and for implementingoperational or program evaluations, After Action Reviews, programmatic learning research, and other strategic research initiatives as requested. This position also facilitates the collection, collation, and analysis of monitoring and evaluation data and reviews it regularly with program teams to support quality programming and evidence-based decision making.  Consistent with our American Red Cross culture and values, the DMERL Advisor supports, develops, and provides leadership guidance to volunteers.

This position  requires 2 years of experience in project- or institutional level monitoring, evaluation and learning, preferably in the field of Disaster Risk Reduction and/or Services to the Armed Forces. The DMERL Advisor will report to the Interim DMERL Manager.

Responsibilities:

1. Perform routine program work supporting the planning, design and implementation of

technical programs and grants, including the development and/or maintenance of monitoring and evaluation plans, indicator data collation, indicator reporting systems and quality assurance activities.

2. Design, execute and/or manage program and/or operational evaluations as requested, including operational After Action Reviews and learning research projects. Support hiring of and manage consultants as needed. Ensure Management Response Plans are developed, and institutional learnings are captured through routine organizational learning activities.

3. Provide workshop planning and facilitation support to enable technical/program team learning activities and approaches as requested.

4. Provide  DMERL technical assistance to field personnel and Movement partners  within assigned programs.   Recommend revisions or updates to DMERL practices, tools, or procedures.

5. May develop program reports for management review.

6. Develop new DMERL tools or resources as needed and ensure any DMERL work undertaken aligns with American Red Cross DMERL standards.

Qualifications

Education: Bachelor's degree required.

Experience: Minimum 2 years of related experience or equivalent combination of education and related experience required. Management Experience: N/a

Skills & Abilities: Demonstrated experience integrating innovative approaches to solving humanitarian challenges. Must have excellent interpersonal skills and the ability to work effectively with people from a wide range of backgrounds and cultures. Experience working with and within the Red Cross/Red Crescent network is preferred. Experience working with local/national partners. Must be responsible and self-motivated. Candidate must have strong verbal and written communications skills and must demonstrate familiarity with evolving industry standards.

Ability to work on a team.

Ability to travel domestically and internationally on a limited basis (10-15%).
