JOB SUMMARY

The Purchasing Contract Sourcing Specialist provides the material acquisition process for supplies, equipment and services as defined by the clinical and non-clinical departments, in the timeliest and cost-effective manner to provide the resources required for patient care. Above all, this position serves to exceed the expectations of patients and all other customers we serve.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Accountable for the sourcing and contracting of capital equipment, purchased services, service agreements and products for NCH Healthcare Systems in collaboration with end users, Group Purchasing Organizations, Director of Supply Chain Services, Supply Chain Contract Administrator, Value Analysis Coordinator and Purchasing Manager in alliance with contract compliance and expense reduction initiatives.

• Responsible for ongoing vendor relationships and contract compliance/management. Maintains a proactive posture towards the acquisition of products, capital and services to ensure customer department needs and expectations are met. Serves as a liaison between NCH Healthcare Systems and the vendor community, ensuring the business interest of our health system and the safety of our patients are properly represented.

• Responsible for driving and delivering competitive advantages and cost savings/avoidance for NCH Healthcare Systems.

• Work closely Finance, Legal, Corporate Compliance and cross functional teams to ensure the financial, strategic and improvement objectives are achieved.

• Lead the recruitment, evaluation and selection of suppliers through market sourcing, identification of supplier capabilities, the creation of technical RFQ documents, proposal review, risk analysis and complex contract negotiation.

• Strong negotiating and sourcing skills by obtaining the best vendor, the best service, best pricing, terms and warranty for all products, equipment and services needed to support NCH Healthcare System.

• Conduct periodic business reviews with suppliers to ensure appropriate levels of service and contract compliance is attained. Measures and maintains supplier performance for price, delivery and quality.

• Preparation and issuance of purchase orders and revisions. Analyze order acknowledgements and resolves discrepancies.

• Serves as the primary negotiator for capital acquisitions and issues purchase orders for capital equipment.

• Proactively monitor and challenge all GPO and other contracted items, as well as all non-contracted items, to take maximum advantage of rebates, tier levels, and incentives and maintain confidentiality of all NCH pricing by monitoring GPO contract updates and vendor price change notices.

• Provide to the MMIS Coordinator appropriate updates for vendor and item file information in a timely manner.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

• Minimum of Associate Degree with 1 year of experience in supply chain or healthcare OR High School/GED with 4 years' experience in supply chain or healthcare required.

• CMRP or comparable Purchasing/Supply Chain accreditation preferred.

• Ability to create, negotiate and manage the administration of contracts preferred.

• Strong understanding of terms and conditions related to capital purchases and services preferred.

• Strong ability to effectively and promptly problem solve.

• Ability to handle multiple tasks effectively and efficiently.

• Strong communication skills with the ability to communicate effectively at any level.

• Intermediate computer knowledge: Uses Microsoft Word, Excel, Outlook, and Windows
