Financial Analyst 3 - Military Veterans

Torch Technologies is seeking a motivated mid-level Financial Analyst to support and work directly on-site with the Government customer. The successful candidate will assist in financial management activities and program support, ensuring effective budget planning, execution, and analysis. This role requires strong analytical skills, proficiency in financial systems, and self-motivation.
Responsibilities:
- Support and assist in financial management analysis, planning, and budget development activities to include:
- Preparation and review of financial reports
- Financial execution/obligation tracking, analysis, and goals/objectives development
- Provide budget preparation and execution support
- Monitoring and facilitation of payment processing
- Financial/budgetary data collection and analysis
- Provide input as the Government customer's Financial Analyst and Purchase Requisition (PR) Processor in the General Funds Enterprise Business System (GFEBS) for multiple contracts. Track direct appropriation, contract, and fee funding received from Army and other DoD customers.
- Track customer funding, direct funding and fee distribution for the customer's Contracting Officer's Representatives (CORs).
- Support financial management of incoming customer funds received in support of the customer's programs.
- Create documents for the receipt and processing of Military Interdepartmental Purchase Requests (MIPR) and Direct Charge funds, as well as manage entry and tracking in the General Funds Enterprise Business System (GFEBS) system.
- Act as liaison between SMDC and customers to facilitate the receipt, realignment, and return of funds.
- Provide business system (e.g. GFEBS) analysis to examine and report resource allocations.
- Utilizes modeling and measuring techniques, mathematics, statistical methods, and any other economic disciplines.
- Reviews reports, as required, to assure conformance to policy and consonance with previously released data.
- Prepares or provides guidance in preparation of briefings/documents or decision papers.
- Conducts briefings as required, participates in meetings, and provides advice and assistance to management.
- Provide contract planning and execution information through the preparation of monthly financial reports which track both funds incurred and funds invoiced.
- Monitor and facilitate payment processing for expired DSD/CoE contracts; provide detailed invoice information as requested to Defense Contracts Management Agency (DCMA), Army Contracting Command (ACC), Defense Finance and Accounting Service (DFAS), and the Space and Missile Defense Command G8.
Additional Responsibilities:
- Draft contract modification reviews and recording
- ULO (Unliquidated Obligations) tracking and investigation
- Acquisition related transaction processing
- Track customer funds from receipt to ACC modification to contractor billing and payment by DFAS
- Contract transition funding analysis
- Fiscal Year closeout activities
Job Requirements
- Bachelor's degree in Finance, Accounting, Business, or related field.
- 5+ years of experience in financial management, budget planning, or related field.
- Substitution of additional years of directly applicable experience for degree may be considered.
- Proficiency in financial systems, particularly GFEBS is required.
- Knowledge of Army PPBE processes and experience in financial reporting and auditing is highly desired.
- Must possess Advanced knowledge of DoD appropriated funds management.
- Experience using the DoD Procurement Integrated Enterprise Environment (PIEE) is desired.
- Strong analytical, communication, and organizational skills.
- Ability to work independently and with government customers.
- Must possess excellent oral and written communication skills and responsiveness.
- Experience in briefing senior-level leadership is preferred.
