Job Description
HII - Mission Technologies Division is seeking an Emerging Technologies Technical Management Consultant to provide engineering and technical services to support the Defense Innovation Unit's (DIU) Emerging Technology Portfolio's facilitation of innovative defense solutions which plays a critical role in maintaining the United States' national security posture and delivering critical capabilities directly to warfighters. The consultant must have expertise in an emergent technology field (e.g. quantum information science; positioning, navigation, and timing (PNT); photonics; or sensing). This subject matter expert provides a range of support, within their area of expertise and experience, to the Emerging Technology Portfolio Lead in science and technology relevant to defense and commercial applications. We desire the position to be based out of Mountain View, CA, or one of DIU's other locations, (Boston, MA; Austin, TX; Washington, D.C.). Travel can be expected up to 25% and the applicant must have the ability to obtain a secret clearance.
Key Responsibilities:
- The contractor shall provide engineering and technical services to support the Defense Innovation Unit's (DIU) Emerging Technology Portfolio's facilitation of innovative defense solutions, which plays a critical role in maintaining the United States' national security posture and delivering critical capabilities directly to warfighters. Provides a range of support, within their area of expertise and experience, to the Emerging Technology Portfolio Lead in science and technology relevant to defense and commercial applications.
- Provides expertise in the emerging technology field (quantum information science, position, navigation, and timing (PNT), photonics, sensing) to include solving relevant technical and programmatic problems and assessing the technical feasibility of commercial solutions.
- Design, support and facilitate DIU prototype projects leveraging Other Transactions and related authorities.
- Create and support collaborative teams of DoD and commercial entities partnered to successfully deliver commercial solutions to DoD customers.
- Develop program goals, milestones and plans for implementation collaboratively with DoD entities, customers, and program offices. Scout emerging technologies and relevant companies to satisfy cross-portfolio mission needs and coordinate and brief senior-level special engagements on organizational project progress and mission priorities.
- Conduct innovation analysis such as providing ongoing insights into emerging technologies; productizing problem sets; providing broad market snapshots; identifying and establishing relationships with relevant vendors, leading company viability analyses; ensuring proper ongoing communication with vendor universe and, in certain cases, VC partners; and reviewing deal flow and supporting diligence analysis of companies.
- Work closely with DoD Partner(s) and commercial team(s) throughout the lifecycle of the prototype period of performance, including coordinating with the upper management of all stakeholders.
- Provide subject matter expertise to enable independent government-led technology reviews and detailed technical assessments of commercial solutions and their applications.
- Provide reviews and assessments, systems analyses of applicable technologies and operational concepts, system requirements, technical and performance analyses, test plans, executions, results, and related documentation.
- Review prototype proposals, reports and related project documents.
- Participate in milestone reviews.
- Participate in ground testing, flight tests, or simulations.
- Participate in post-test analysis activities and review and analysis of test data, when applicable.
- Prepare white papers, briefs and meeting minutes.
- Respond to official requests for information and other tasks from DoD Partners and stakeholders.
- Participate in key intra-and inter-agency meetings and travel/attend USG and/or industry-focused events to foster technology innovation for DoD mission sets.
Minimum Qualifications
- 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
- Experience in working on Department of Defense on science and technology programs at a senior leader or management level.
- Ability to establish multi-discipline, multi-stakeholder projects that enhance national defense capabilities.
- Ability to communicate to broad range of audiences (Congress, CEOs, investors) to gain acceptance of vision, guidance, and policy.
- A demonstrated record of technical achievement in the development of science and technology for defense and commercial applications, including hands-on design, build, or test experience.
- Ability to work in a dynamic team environment, interact with DoD Partners' and commercial contractors' senior-level management.
- Excellent written and oral communications skills.
- Clearance: Ability to obtain and maintain a secret clearance.
Bonus points for:
- Ability to obtain Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
- Advanced degree in Engineering and S&T acquisition experience.
