Pay Range

 

$206,490 - $265,188 Annually for the SEL.4 level

 

$247,800 - $318,216 Annually for the SEL.5 level

 

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a Section Leader for the Data Analytics and Decision Science (DADS) section with the Computational Engineering Division (CED). CED encompasses many technical experts providing analytical expertise across the Laboratory. You will provide leadership across fourteen multidisciplinary groups of engineers, statisticians, data scientists, and systems analysts providing operational capabilities and foundational R&D in support of Laboratory mission. The core competencies of the Section include applied statistics, machine learning, optimization and control, systems, risk, and policy analysis. This position is in the Computational Engineering Division (CED), within the Engineering Directorate.

 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

 

You will

 


  • Provide leadership, supervision, mentoring and technical guidance to effectively develop and manage a diverse and inclusive team of group leaders, technical staff, and project leaders. Responsible for high-level goal setting, strategic planning, and directing and accomplishing project/program goals and objectives.

  • Lead, carry out, and/or coordinate recruiting, hiring, training, career development, and performance management activities as needed to meet programmatic staffing, employee development, and performance related needs, including providing career counseling, mentoring, and technical guidance for Section members.

  • Provide first-line supervision to all group leaders in the section.

  • Develop and maintain effective relationships with corresponding program leaders to assist in the achievement of program goals.

  • Participate as a core member of the CED senior leadership team, influence strategic technical decisions and contribute to long-term goals and objectives for the continued development and improvement of the division. Serve as the primary contact between CED senior leadership and the section members, ensuring projects' status, risks, and issues are communicated in an effective and timely manner.

  • Monitor, influence, and/or implement technical advancements to strengthen and expand Section capabilities and applications in its core technology areas.

  • Collaborate with key programmatic leaders to establish strategic partnerships with external customers and stakeholders and lead the R&D of supporting computational techniques and/or their application.

  • Perform other duties as assigned.

 

Additional job responsibilities, at the SEL.5 level

 


  • Champion, lead, and develop strategic positions on programs and technologies to advance one or more of the DADS core competencies. Use creativity and innovation to lead the application, development, and advancement of principles, theories, and concepts related to the the DADS core competencies.

  • Influence strategic technical decisions made by senior management and external customers.

  • Serve as a Subject Matter Expert (SME) in one or more of the DADS core competencies for Laboratory, Program, and Directorate senior management, including serving as an organizational spokesperson and senior technical expert for Laboratory management and/or as an external advisor to customers and sponsors.



Qualifications


  • Bachelor's degree in Engineering or related field, or the equivalent combination of education and related experience.

  • Significant experience and subject matter expert knowledge in at least one of the core technology areas of the Section.

  • Substantial experience in researching, writing, and presenting successful technical proposals to senior management and internal and external sponsors.

  • Highly advanced communication, facilitation, and collaboration skills necessary to effectively present, explain, influence and advise senior management, programmatic organizations, and/or sponsors both internal and external.

  • Significant experience providing technical leadership and working in a multidisciplinary team environment including experience in all phases of project management.

  • Demonstrated ability to lead others through change in program directions and related policies.

  • Broad knowledge and significant experience with the implementation of policies and procedures.

 

Additional qualifications at the SEL.5 level

 


  • Extensive experience interacting and influencing external government sponsors, academia, and industry leaders.

  • Substantial record of publications or innovation in one or more of the Section's technical core competencies.

  • Extensive experience and expert technical knowledge to address advancements that may have impact beyond the Laboratory.

  • Proven ability to champion, lead, and develop strategic positions on programs and technologies related to one or more of the Section's core technical competencies.

  • Extensive experience attracting and retaining projects, programs, funding, and staff and in planning the integration, management, and implementation of these new programs.

 

Qualifications We Desire

 


  • Master's degree or PhD in Engineering or closely related technical field..

  • Experience with the development of new computational methodologies in at least one of the Section's core technology areas.

  • Knowledge and experience of Laboratory management and structure including supervision, policies and procedures; Directorate policies and procedures; supervision duties, such as participation in performance reviews, ranking, and salary management activities.

  • Experience establishing and developing functional engineering and scientific teams.

Security Clearance

This position requires either no security clearance, or a Department of Energy (DOE) L-level or Q-level clearance depending on the particular assignment.

If you are selected and a security clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. L and Q-level clearances require U.S. citizenship.

If no security clearance is required, but your assignment is longer than 179 days cumulatively within a calendar year, you must go through the Personal Identity Verification process. This process includes completing an online background investigation form and receiving approval of the background check. (This process does not apply to foreign nationals.)

Pre-Employment Drug Test
