Job Summary
Nightwing is seeking a Senior Subcontract Specialist to join a team of supply chain professionals responsible for the development and execution of the subcontracting strategy for the Cyber Offensive and Defensive Experts (CODEX) Sub Business Unit (SBU). The CODEX SBU is one of the fastest growing areas within Nightwing and with cybersecurity viewed as an imperative to national security, this is a team you want to join if you want to grow your career. This is a collaborative role in a matrixed environment requiring partnership with Business Development, Contracts, Engineering, Finance, and Program Management. The candidate will be responsible for sourcing, negotiating, and managing various subcontract types (Cost Type, Firm Fixed, T&M, etc.), and utilizing and documenting multiple source selection techniques. Additional responsibilities include helping develop and execute the supply chain strategy for Front End of the Business (FEOTB) activity for programs within the CODEX portfolio, to include support managing the Supply Chain proposal pipeline (i.e., Material BOM, requests for quote (RFQs)/proposal (RFPs)).
The ideal candidate will have experience with large staff augmentation events and labor subcontracts, FAR/DFAR, ITAR, and public law standard terms and conditions of purchase, financial management (budgets, targets, forecasting), performing cost/price analyses, establishing negotiation objectives/strategies, conducting negotiations, identifying supplier risks/opportunities, and a demonstrated ability to work within a cross-functional team.
Responsibilities to Anticipate:
•Managing subcontract and material requests / purchase requisitions / and purchase execution using various suite of Supply Chain tools
•Leading and/or supporting subcontract/material and proposal (FEOTB) process improvement efforts
•Working closely with compliance to ensure adherence to established processes, managing suppliers’ performance, and developing and tracking relevant performance metrics
•Performing price analyses and source selection/justification
• Drafting and soliciting requests for quote (RFQs)/proposal (RFPs)
•Collaborating across the organization and operating effectively within a matrix environment by resolving conflict and influencing others
•Developing metrics and reports to manage flow of material procurements and Subcontracts
•Supporting domestic travel (as needed, up to 20%)
•Proposal preparation / pricing support

Basic Qualifications
Bachelor’s Degree in Business Administration, Supply Chain Management or other Business or related degree and 5 years’ experience in any of the following areas: Supply chain (Procurement, Subcontracts, MPM, Logistics, etc.), Program or Project Management, Contracts, Manufacturing, Engineering, Finance.
Demonstrated experience leading/collaborating with cross-functional teams
Strong verbal and written communication skills
Proposal experience; preferably government contract related proposals
Must be a US Citizen with current/existing TS/SCI Clearance or ability to obtain in a reasonable length of time if needed
Data analysis and metrics development experience
Desired Skills
•Experience in a government contracting environment with DoD and non-DoD customers
•Experience managing projects with Agile/DevOps
•Prior experience with SAP (APEX/PRISM) and Jira
•Advanced Microsoft Excel Skills

The salary range for this role is 85,000 USD - 179,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
