Systems Engineer, Journeyman - Military Veterans

Torch Technologies has an exciting opportunity for a Systems Engineer located Kettering, OH (Dayton/WPAFB area) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Defense Enterprise Accounting and Management System (DEAMS) is an Oracle Enterprise Resource and Planning (ERP) system that supports the crosscutting Financial Management component of the Financial Improvement and Audit Readiness (FIAR) Vision, using standardized, transaction-based, general ledger producing, Standard Financial statements for the Transportation Working Capital Fund (TWCF) and the USAF General Fund (GF) becoming the Air Force System of Record replacing the General Accounting Finance System (GAFS) and the Integrated Accounts Payable System (IAPS), and other financial feeder systems. DEAMS is a key component to the overall FIAR Plan and strategy to address current financial management challenges, including resolving material weaknesses; improving timeliness and accuracy of financial management information; supporting consistent financial reporting to Department of Defense; enabling Business Process Reengineering (BPR); and providing a systemic road to clean audit opinions.

ESSENTIAL DUTIES/POSITION DESCRIPTION:

This position requires a highly motivated individual with experience in systems engineering to perform work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process and be able to: Responsibilities may also include but not be limited to:

• Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of IT/software systems;

• Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;

• Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;

• Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics;

• Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles;

• Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations;

• Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight;

• Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,

• Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AF/ 99-103 - and their updates, successors (as happens over time).

Job Requirements

JOB REQUIREMENTS/QUALIFICATIONS:

Possesses the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. Typically works independently and applies the proper procedures and processes related to their area of expertise. Has the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines. Work is performed independently or under the oversight of more senior contractor employees (Program Office and Staff Level Support interface).

EDUCATION:

Minimum Recommended Education and Experience:

Bachelor's or master's Degree in a related field and at least three years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD, OR

Seven years of directly related experience with proper certifications, five of which must be in the DoD.

CERTIFICATION REQUIREMENTS:

Possesses any or all of the following certifications:

• AWS Certified Solutions Architect, (or associate)

• AWS Cloud Practitioner or Microsoft Axure equivalent

• Current certification in Oracle/OCI products and/or databases

• CompTIA Security+ CE - Required

• Agile/Scrum Certifications - Desired

OTHER QUALIFICATIONS:

• Candidate must be a US Citizen

• Candidate must possess and maintain a T3/SECRET Clearance
