IMPACT Compliance Specialist-OMI- (Hybrid/Remote) Office of Medicaid Innovation Job Summary Under the supervision of the IMPACT Onsite Compliance Coordinator, the IMPACT Compliance Specialist conducts certification and annual recertification reviews for mental health providers seeking to qualify as Medicaid enrolled Behavioral Health Clinics (BHCs) and works with statewide Medicaid enrolled Community Mental Health Centers (CMHCs) to annually assess their qualifications to provide Subspecialty mental health services. The IMPACT Compliance Specialist utilizes their knowledge and experience in Medicaid behavioral health practice and policy to support and coach community providers statewide, to ensure behavioral health service providers, their staff and programs meet specific state requirements, and the agencies are qualified to serve the public. Healthcare and Family Services (HFS) is Illinois' single state Medicaid agency and the state organization responsible for administering Illinois' Medical Assistance and Child Support programs. Duties & Responsibilities 1. Implement a complex initial certification and annual recertification application process, utilizing the HFS IMPACT system for both: a) mental health provider entities who are applying to become BHCs; and for, b) existing CMHCs seeking approval to provide subspecialty services; 2. Conduct initial reviews and communicate to a provider when their application is considered complete, or explain what is still needed; 3. Notify providers when an IMPACT application is considered complete, and when the formal review process begins 4. Implement date tracking to identify providers who are outside of normal time parameters; and annual certification and recertification dates to ensure timely reviews 5. Maintain communication and providers who are having difficulty getting through the readiness for formal review process and uses Excel or other tracking system of implemented, to maintain timely documentation of assigned providers. 6. Uses expert knowledge of Medicaid behavioral health policies to support providers who have process, policy and procedure questions; Conducts formal, on-site review processes annually, linking policy and practice 7. Ensures agency staff and leadership meet education and training requirements, staffing, and timeframes for services 8. Identifies issues and discusses strategies for meeting compliance standards. Research policy, and consults with IMPACT Onsite Compliance Coordinator to locate answers to complex policy questions about certification and annual reviews, and keeps providers informed. 9. Drafts formal, written communications to providers; Drafts notification to HFS of provider review completions and recommendations for approval; Notifies IMPACT Onsite Compliance Coordinator of provider compliance issues 10. Maintains email, phone and in-person communications with hundreds of statewide providers, for technical, procedural, and policy support related to certification and recertification. 11. Other duties as assigned Specialty Factors Bachelor's degree. A total of one (1) year (12 months) in education, training, and/or work experience in Behavioral Health Care. Note: Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.) Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position may be required. Knowledge, Skills and Abilities Qualified applicants must understand the Illinois Medicaid delivery system. The qualified applicant should be highly organized, self-motivated, and able to work semi-independently. Proficient in Microsoft Office, with an emphasis on Excel. Excellent interpersonal skills, and proven excellence in oral and written communications. Understanding of Medicaid Rehab Option (MRO) behavioral health services, and experience translating policy into practice. Strong written and verbal communication Experience in state agency governance Creative approach to problem-solving Knowledge of Microsoft Office Suite (Word, Excel, Power Point, Teams, Outlook) Appointment Information This is a 100% full-time Civil Service 5002 - Program Coordinator position, appointed on a 12-month basis. The expected start date is as soon as possible. Salary range is $50,000-65,000, salary is competitive and commensurate with qualifications and experience, while also considering internal equity. It is not typical for an individual to be offered a salary at or near the top of the full range for a position. System Office jobs such as this one are not eligible for the Referral Program.
