Job Description:

Parsons is looking for an amazingly talented Sector Design Assurance Manager to join our team! In this role you will get to support both improvements in Sector and Corporate design best practice through engagement with sector projects, other functions and be a key member of the Parsons EMEA Quality Function.

What you'll be doing:

QA Strategy and Framework:


  • Support the Regional Quality Lead (RQL) in the review of the QA/QC policy and exhibit those cultural values as a “Quality Leader.”

  • Support the RQL in the regular review of the RACI matrix for the QA function

  • Support the RQL in the establishment, collation, provision, and monitoring of quality related performance measures and quality objectives

  • Support the production, approval (by RQL), and ongoing review of the Quality Management System (QMS) documentation

  • Support the Engineering RQL, Working Group and Engineering Digital Transformation (EDT) team and ongoing review and update of engineering and design processes

  • Support the RQL in providing innovative solutions for QA / QC strategy

  • Champion the compliant change process for the QMS within EMEA

  • Champion the consistent use of the QMS and EWG best practice by project teams and other functions, ensuring global quality and engineering and design best practice guidelines are met

  • Support the RQL in the capture of QMS related risks and risk treatment

Audits & Reviews:


  • Support the RQL in maintaining the audit / inspection / project review program to drive compliance checking of functions and teams to Parsons best practice

  • Undertake planned project / program audits and inspections, following QMS process with particular focus on IDC/IDR activities and use of the CDE.

  • Work closely with project / program leadership to undertake start-up & handover reviews at an appropriate timeframe, ensuring compliance to the appropriate time critical processes

  • In agreement with the RQL and project / program leadership within their sector(s), maintain a sub-consultant inspections / audit programme

  • Ensure closure of NCR's / Observations / Opportunities for Improvement raised during audits & inspections

  • Support the sector(s) Senior Leadership team in the planning and execution of quality focused leadership reviews of projects

  • Support the RQL in preparation and execution of ISO / external accreditation related visits in coordination with EMEA Board and US QA Team, including ensuring projects are prepared

  • Undertake planned project Lessons Learned reviews. Ensure suitable preparation by all attendees, chair the review, recording, issuing and closure of actions

  • Provide support for planned client feedback sessions so they are completed to an agreed timeframe and capture performance

Analysis & Reporting:


  • Support trend analysis for performance related data as input to MMR reports

  • Support in the production of presentation material for the MMR and other reports

  • Drive closure of  raised findings and recommendations by allocated parties in a timely fashion

  • Bring management failings or potential quality breaches to the attention of the RQL

  • Champion Reward and Recognition for quality in assigned sectors, as agreed with sector leadership

  • Support sector projects / programs  and project controls in the capture of risk / opportunity and their treatment and potential mitigation

Working with Other Functions:


  • Maintain regular contact with sector leadership, operational staff, and functional leads. Review key issues and improvement opportunities.

  • Work closely with regional DC Manager and sector projects to ensure Aconex (EDMS) is suitably deployed in line with project and corporate requirements

  • Support the RQL in the preparation of bid responses and FAQ's as well as supporting information.

  • Support any supply chain pre-qualification and maintenance of compliance records.

  • Support supply chain performance reporting and improvement actions

  • Work with RQL and IT team to identify and develop quality and engineering & design related best practice digital solutions related to best practice process

QA Administration:


  • Manage those process workflows and schedules relevant to the role.

  • Manage QA related records as per Quality Administration Manual requirements

  • Support the administrative update of the EMEA project tracker to identify sector new & completed projects / programs to ensure the update of data

  • Participate in required quality team coordination meetings and provide productive input

  • Where dictated by the RQL, participate in, and make a positive contribution to, the required external coordination meetings

Training, Knowledge & Awareness:


  • Support the RQL, and HR / Training team in ensuring that training materials, including inductions, providing suitable information for the audience.

  • Support the RQL in improving staff awareness of QA related lessons learned opportunities and QA technical information through the preparation and issue of approved quality moments and spotlights

  • Work closely with sector leadership, EWG and RQL to review technical training opportunities at sector and regional levels.

  • Support the RQL in the ongoing development of the quality training matrix to ensure it meets quality needs including course content and feedback

  • Identify, and with RQL agreement participate in, related QA related networking activities.

  • Support mentoring approach within quality and engineering and design functions.

Required Education and Experience:


  • Bachelor’s degree in business, Design, or Quality related to the role.

  • ISO9001 Lead Auditor Qualification

  • Relevant professional membership, or progress towards membership.

  • 15 years plus experience in related design management / quality role required.
