Mission Systems Strategic Solutions is seeking a Program Manager to support a Protected Communications Systems (PCS) obsolescence refresh and new terminal procurement. This Program Manager will be responsible for supporting program execution and proposal activities and excellent opportunity for the candidate to gain significant program management experience
The PCS Program Manager must determine priorities, interpret and apply company policies, ensure risk mitigation activities are successfully managed and establish and execute long-term strategic goals. This role requires a leader with a strong command of PM best practices to enhance program execution. The leader will be expected to perform independently leveraging executive leadership presence, confidently lead across complex cross functional teams, foster a culture of accountability and execution excellence and be a role model of RTX values and leadership behaviors.
The PCS Program Manager will support and execute the strategy, vision and tactical direction and meets contractual commitments and company expectations as set forth by the senior program manager and portfolio manager. This role is responsible for downward communication of top-level project goals, objectives and decisions and upward communication of program performance to senior management.
The role is hybrid, based out of either Largo, FL or Marlborough, MA, and you can expect up to 10% travel domestically.
What You Will Do
Assures on-time execution of contracts and proposal submittals through empowerment, communication, setting expectations, and building teams.
Acts as empowered authority to accomplish objectives with support from the program manager and director
Drives tactical execution while meeting strategic objectives.
Supports the establishment and maintenance of key programmatic metrics, defines milestones, critical path and monitors adherence to program budgets and schedules.
Supports the development and tracking of the program Annual Operating Plan (AOP) and long term financial outlook and commits to specific financial goals and obligations.
Leads the collaboration necessary across functional groups, broader RTX organizations and subcontractors to ensure program success. Ensures that functional resources, tools, and processes are utilized in a consistent way.
Establishes roadmaps to drive down cost, improve performance, and win competitions.
Maintains an energetic and productive work force. Provides leadership to indirect reports, multi-functional teams and key partners with abilities to organize and prioritize to ensure successful execution of all commitments.
Establishes growth strategies, with a significant focus on growing the business for both existing capabilities and future capabilities.
Qualifications You Must Have:
Minimum of 8 years of prior relevant experience in government, defense, aerospace or related industry.
Experience with the Government budgeting and acquisition process from the Government’s perspective
Demonstrated understanding of the Estimate at Complete (EAC) process
Experience with Government contracting requirements and the DoD acquisition management process.
Experience supporting development and production programs. A strong command of PM best practices to enhance program execution with demonstrated experience managing and overseeing program management tools such as R/O Management, Cost and Schedule Management and Earned Value Management.
Active and transferable U.S. government issued security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Education, Experience, Skills & Certifications
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Qualifications We Prefer
Achieve RTX PM Certification Level 4 within 1 year.
Understanding of application and execution of Raytheon’s Integrated Product Development System (IPDS) or similar business processes and experience with Gate Reviews conducted for Program Start-up through Close-Out.
Experience submitting compliant proposals and establishing systems requirements and funding allocations.
Experience managing a budget over $25M.
Experience working specifically with US Air Force Nuclear Command, Control and Communications Center (NC3).
Experience working with DCMA.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
