Land Use Planning Manager - Military Veterans

at City of Bellevue

This position is for one of four Planning Manager positions in the land use division of Development Services leading a team of planners that reviews and processes a wide range of development applications with specific emphasis on compliance with the Land Use Code. This position collaborates with members of the management team representing multiple departments to align goals, objective, and work plans for the delivery of timely and high-quality services.


Duties of the Planning Manager include, but are not limited to, management oversight of development review mainly focused on single family Building Permits and quick turnaround applications and interpretation of complex code provisions, code and policy development, coaching and mentorship, and provision of excellent customer service. Multifaceted zoning and site design expertise, project management skills, and strong analytical skills are required.

Workload / Workplan Management: 



  • Provides leadership and direction in the development of short and long range plans regarding the division workplan with a focus on urban design.

  • Gathers, interprets, and prepares data for studies, reports and recommendations.

  • Coordinates division activities with other departments and agencies as needed  Prepares bi-annual budget requests.

  • Assures that assigned areas of responsibility are performed within timeline/budget.

  • Performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests.

  • Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time  Determines work procedures, prepares work schedules, and expedites workflow.

  • Analyzes and standardizes procedures to improve efficiency and effectiveness of operations.





Staff Management:



  • Manages and supervises land use activities to achieve goals within available resources.

  • Hires, trains, motivates and evaluates assigned staff; reviews progress and directs.

  • Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

  • Provides professional planning and land use advice to staff.

  • Issues written and oral instructions; assigns duties and examines work for accuracy and conformance with regulations, policies and procedures.

  • Develops guidelines and standards for staff performance.

  • Mentors staff and works with them to develop skills.

  • Prepares and conducts formal performance evaluations.



Policy analysis and code development:



  • Communicates and interacts with executives and administrators of other organizations at the request and on behalf of the Director.

  • Oversees and establishes methodologies for data collection, analysis, and complex studies related to land use, transportation, community development, environmental impacts.

  • Oversees and coordinates investigation, analysis and preparation of documents for public policy issues, planning and community development as it relates to land use and SEPA.

  • Develops and designs standards, and implementation strategy.





 Public Information:



  • Makes private and public presentations to staff, boards, commissions, civic groups and the general public and participates in regional forums.

  • Communicates official plans, policies and procedures to staff and the general public.

  • Oversees the design, writing and production of public information hand-out materials.

  • Acts as contact for new development inquiries.



Qualifications



  • Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture, environmental studies, or a closely related field.

  • A minimum of seven years' progressively responsible related experience in administering, monitoring, and/or developing land use codes or development review policies and procedures, comprehensive plans, and regulations with a thorough knowledge of planning principles, practices, and techniques as they relate to all functional areas of land use, environmental impacts, or other related areas; including three years of project management and development review experience.

  • Ten years' professional related experience in any of the following: land use planning, the development process, environmental planning, or urban design, managing and supervising the activities of professional planners.

  • Or any demonstrated combination of education and experience which provides the applicant with the required knowledge, skills, and abilities.

$120,000 to $170,000
