Job Description This role will assist in the administration and preparation of contracts and proposals, verify change orders against contract and proposals, work with the project managers and supervisors to process requests for payment, and invoices of large capital, annual and facilities capital projects. This role will ensure contracts and proposals provide sufficient detail to allow for cost verification. This role will review and analyze operating and energy contracts, proposals and invoices, and serve as a back up to the utility accounting and reporting function. This role will support the accounting functions of the Business Center; including but not limited to reporting, analysis, and transaction processing. The ideal candidate will have strong analytical experience, preferably in the area of project accounting with construction industry and technical expertise to perform construction cost verification services. Among the many responsibilities, the successful candidate will maintain the Capital Projects AIA Contracts database and track all contracts from inception through final signing. They will support the use of Boston College contract templates for projects not using the AIA contracts and review construction contracts and proposals for compliance with Boston College's preferred contractual terms and conditions while ensuring "right to audit" provisions are included, as well as ensuring key labor and service costs are clear to facilitate analysis and validation. This role will be responsible for using existing systems or developing a database to track all active contracts, as well as providing support as needed to Project Managers in the contract development and execution processes. Each application will be reviewed for payment and invoices in detail for compliance with the terms and conditions set forth in the contract and proposals. Develop and adhere to thorough and well organized review documentation standards. Support audit of activities related to large scale capital projects, including audits of contractors, project management activities and project controls. Work with Risk Management to ensure insurance requirements are met and in compliance. Support the accounting functions of the Business Center, including processing of electronic and paper invoices, reporting, and analysis. Support Business Center database development and maintenance. Review utility contracts for compliance with Boston College's preferred contractual terms and conditions. Process the electronic utility bills using the custom PeopleSoft processes, tables and queries. Prepare the monthly utility reports and support the quarterly forecast and annual budget processes. Review utility electronic and paper billings in detail for compliance with the terms and conditions set forth in the contract. Support core systems; CRE- Capital Reporting Environment, PeopleSoft, and CPPM, this includes system implementations and upgrades. Ensure capital project contracts proposals and expenses are in compliance with University standards, policies and procedures, government regulations and generally accepted accounting (GAAP) principles. Support all internal and external audits. Full-Time Equivalent Hiring Range: $94,600 to $118,250; salary commensurate with relevant experience. Requirements A Bachelor's degree is required in Accounting, Finance or Engineering. A minimum of three (3) years' experience performing audits and/or risk assessments is required. Attention to detail is essential as well as excellent analytical skills. Professional certification (CPA, CIA) with a solid financial accounting and reporting background is preferred. Must display a strong understanding of the construction and engineering industry, as well as a demonstrated ability to learn and succeed in a fast-paced environment. Strong verbal and written communication is essential.
