Department Overview The Earth Section of the Scripps Institution of Oceanography encompasses research in the Cecil H. & Ida M. Green Institute of Geophysics and Planetary Physics (IGPP) and the Geosciences Research Division (GRD). Research in IGPP spans a broad range of topics in geophysics including seismology, geodynamics, geodesy and crustal deformation, geomorphology, planetary physics, geomagnetism and paleomagnetism, oceanography and electrical methods. The Cecil and Ida Green IGPP is recognized internationally as an outstanding research and teaching institution in geophysics with focus on maintaining modern infrastructure for conducting research including buildings, computer networks, computing mass storage, seagoing instrumentation, communications and global observatories. Research in GRD embraces atmospheric, marine and solid earth chemistry, cosmochemistry, paleoceanography and paleoclimate, stratigraphy, geobiology and paleoecology, hydrogeology, global and regional tectonics, and paleomagnetism. Within the Geosciences Research Division, the project ALERTCalifornia provides state-of-the-art technology that supports data-driven decisions to prepare for, respond to, and recover from natural disasters. Based at the University of California San Diego, ALERTCalifornia is a public safety program working to understand wildfires and other natural hazards and determine short and long-term impacts on people and the environment to inform management decisions. ALERTCalifornia's multidisciplinary team is based at UC San Diego's Jacobs School of Engineering, Qualcomm Institute, and Scripps Institution of Oceanography. The program also works closely with partners across the state. The state-focused program manages a network of more than 1,080 monitoring cameras and sensor arrays (as of June 2024), and collects data that provides actionable, real-time information to inform public safety. In addition to the camera network, and in response to increasingly frequent and severe climate-driven disasters, ALERTCalifornia is prioritizing novel data collection and research. These data are open-source and are shared with fellow institutions and partners. Advanced technology offers fresh insight into the cascading disasters associated with wildfires, such as post-fire debris flows, floods, and erosion. These data will lead to a greater understanding of natural disasters and their long-term pacts on air, water, and soil quality as well as human health in California. Position Overview Under general supervision, the Procurement and Financial Analyst coordinates the financial operations of moderate complexity, ensuring timely and accurate processing of high-value purchase orders for the acquisition of cameras, equipment, supplies, and services. The incumbent reports to the Earth Section Business Office Financial Manager, with a dotted line to Professor Neal Driscoll, the Principal Investigator of Alert CA. The Procurement and Financial Analyst is responsible for financial transactions, including lab-specific travel and reimbursement requests, and ensures compliance with financial policies and procedures. Processes invoices, payments, and purchase orders, serving as first level of contact for invoicing and PO-related inquiries, and providing responsive and attentive support to stakeholders. Coordinates single source justifications and verifies sufficient funding availability to support procurement requests. Maintains confidentiality of sensitive information, such as 4 camera site lists, and facilitates MOU signatures, SOW and SSPR reviews, and other financial agreements. Responds to AlertCA email inbox inquiries, processes new requisitions and PO modifications, and onboards new vendors in Oracle and PaymentWorks, exercising judgment within defined limits to determine most effective financial management methodologies. Prepares internal control reports, distributing findings to fund managers for action, and follows up to ensure corrective measures are taken. Oversees
