The Bourns College of Engineering (BCOE) is seeking a detail-oriented and proactive Research Administrator 3 to join our dynamic team. Under the general supervision of the Financial Operations Manager and the Financial Administrative Officer, the Research Administrator will provide essential financial and administrative support to the department and five major research centers. In this role, you will manage financial operations, including budget development, financial reporting, and compliance, while serving as a key liaison between the department, research centers, and campus offices. You will ensure the integrity of financial records, assist with audits, and provide critical financial guidance to faculty and research staff. The ideal candidate will have experience in post-award financial administration, strong analytical skills, and a deep understanding of University policies and agency regulations. The full salary range for the Research Administrator 3 is $66,500 - $118,300 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Federal, state, or local government directives may impose additional requirements. Requirements: Educational Requirements Bachelor's degree in related area and/or equivalent experience/training. Required Experience Requirements 4 - 7 years of related experience. Required Special Conditions Special Must pass a background check. Required Minimum Requirements Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Maintains current knowledge of compliance regulations in all areas of research administration. Ability to manage significant volume of transactions. Ability to perform complex financial analysis and customized reporting. Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Demonstrated knowledge of effective grant funding processes, procedures and techniques. Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines. Custom Scope Uses skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and/or multiple sub awards. Guides less experienced staff. Central Role(CR): Is eligible for delegated signature authority (may vary by campus). Department Role(DR): Typically works on complex proposals such as grants/contracts which require task budgets, option years, multiple investigators and multiple sub awards. Department Custom Scope Under the general supervision of the Financial Operations Manager and the Financial Administrative Officer, the Research Administrator (RA) provides essential financial and administrative support within a large, diverse, and complex academic and research environment. The RA supports the department and five major research centers within the Bourns College of Engineering (BCOE): the Center for Research in Intelligent Systems (CRIS), the Center for Ubiquitous Communication by Light (UC-Light), the Phonon Optimized Engineered Materials Center (POEM), the Center for Superconductive Quantum Electronics (SCQE), and the Energy, Economics, and Environment Center (E3). The RA manages financial operations, including budget development, financial reporting, and compliance, across the department and affiliated centers. Responsibilities include approving transactions, conducting financial analyses, and ensuring that all financial activities align with University policies and external agency requirements. The RA serves as a key liaison between the department, research centers, and campus offices, facilitating smooth financial and administrative processes. Additionally, the RA plays a critical role in maintaining the integrity and accuracy of all financial records, ensuring that all funds are properly managed, reconciled, and prepared for audits. The RA supports faculty and research staff by providing financial guidance, preparing forecasts, and assisting with budget management to enhance the financial health of the department and its affiliated research centers. Key Responsibilities: Provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements. Maintain well-organized files of all contracts & grants award and the documentation. Review and retain all award documents, terms & conditions, notice of awards, cost extension. Ensure compliance with OMB Uniform Guidance, UC Policy & Procedures. Liaison between department and campus offices: Accounting, Material Management, Office of Research and Economic Development, Cashier's Office, etc. 20% Department Role (DR): Organizes, plans, establishes and monitors fiscal budget control of contracts and grants administration, gifts, endowments and privately funded projects for faculty research programs. Develop monthly/quarterly financial reports for faculty and non-faculty Principal Investigators (PIs), Co-Principal Investigators (Co-PIs), sponsors, and funding agencies with budget to actual reporting, including forecasts and projections as needed. Provides recommendations to maximize budget utilization and ensure compliance with agency-specific terms and conditions. Meets with PI's regularly to inform of upcoming deadlines and advise on contracts & grants and other funding. 15% Applies professional knowledge/experience to prepare, review and/or approve financial transactions. Approved financial transactions including but not limited to procurement, travel, reimbursements, payroll, web recharges, etc. Obtains approval from PI and ensure appropriate document retention and accuracy of chart of accounts (COA). 15% Provides guidance and counsel on complex research administration matters, including compliance regulations, to principal investigators and department administrators. Oversees the annual fiscal close of departmental operating and non-operating funds. Assist department FAO in tracking deficit analysis reports and ensure timely and proper action is taken. 10% Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes. Prepares journal entries, maintains and reconciles ledger accounts. Participates in gathering data from the general ledger for the collection of information for UBIT, preparing summary schedules, and either answering questions from departments or coordinating getting answers. Ensures that source documentation matches actual expenditures, recording results in the campus Ledger Reconciliation Storage System (LRSS) with accuracy and timeliness. Prepares and processes budget and expense transfers, interpreting and implementing procedures to ensure costs are reasonable, allocable, and allowable in compliance with OMB Uniform Guidance and University policies. 10% (DR): Prepares complex proposal budgets and support documents that are required by proposal guidelines. Answer to agency specific reporting requirements. Assist PI's with financial reporting as requested. Work closely with extramural fund accounting to ensure timely response to sponsor's requests. 5% Assists in support of audits as directed by senior staff. Maintains fiscal integrity for all extramural, gift, and intramural funds and accounts ensuring they are in auditable/reportable condition. 5% (CR): Authorizes establishment of complex contract and grant fund accounts with approval of other analysts, director or other authorized institutional official. 5% (CR): Reviews and approves or rejects requested fund advance setups or research account updates. 5% Independently gathers information as needed to perform financial analysis. 5% Other duties as assigned. 5% Coordinates proposal submissions. 0% (CR): Applies contracts and grants concepts to review complex grant or contract proposals and obtain/verify necessary compliance approvals, and recommend/negotiate needed changes to proposals with PIs and/or department administrators. Researches, develops and implements new research initiatives. 0% (CR): Previews pre-award update information requested by sponsor representatives before issue of awards and submission. 0% (CR): Develops professional relationships with sponsor representatives.
