Job Summary Reporting to the Director of Emergency Management, the Program Manager, Emergency Management, is responsible for maintaining Institute readiness through planning, community outreach preparedness activities, training, and managing Caltech's Emergency Notification system and associated alert tools and applications. This position leads departments in emergency response planning and identifying human and material needs for resource mobilization in an emergency. The Program Manager is considered an essential employee and must be available to respond in an emergency. Essential Job Duties Oversees the maintenance and testing of Caltech's emergency notification system and related emergency alert tools, such as alert beacons, digital signage, and emergency applications. Manages the planning, development, and facilitation of training for campus emergency responders and other identified key personnel. This includes training, workshops, and seminars for building evacuation coordinators, field assessment teams, and medical responders. Manages installation and testing of personal safety panic buttons. Develops and maintains emergency response and business continuity plans for departments, labs, and Centers across the Institute. Works with campus partners to deliver preparedness outreach programs and activities to all stakeholder groups at the Institute. Assists in strategic planning to ensure continuous improvement of the program. Plans and implements tabletop, functional, and full-scale exercises. Assists with the maintenance, operation, activation, and staffing of the Caltech Emergency Operations Center (EOC). Participates and supports Crisis Management Council (CMC) meetings, events, and exercises, including facilitation, preparing minutes and reports, and collecting and analyzing data. In the event of an emergency or critical incident response, extended work hours may be required. Participates in the Caltech Security On-call Duty Manager rotation. Other duties as assigned. Basic Qualifications Bachelor's degree in a related field plus at least five years of relevant professional experience. At least three years of experience in emergency planning and preparedness, including developing and maintaining plans and procedures and developing and implementing preparedness programs. Knowledge of Critical Incident Management for Institutions of Higher Education and National Incident Management Systems (NIMS)/Incident Command Systems (ICS). Basic knowledge of emergency management and business continuity principles, including applicable local, state, and federal laws, regulations, guidelines, and standards. Physical Demands: The selected candidate will be required to stand and walk for moderate periods and lift and carry up to 20 lbs. Able to work on complex technical projects. Preferred Qualifications Master's degree Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) Certified Business Continuity Professional (CBCP) Five years of professional experience in emergency planning, preparedness, and continuity planning, preferably in a university setting. Expertise in emergency communication tools such as VHF radios, satellite phones, and mass communication systems.
