Director of Finance/CFO | National University of Natural Medicine - Military Veterans

POSITION DESCRIPTION

This position is responsible for collaborative financial management leadership for the University and ensures its short and long-term fiscal health. The CFO provides expert guidance and oversight to maintain and enhance the Universitys fiscal stability. They partner with budget holders across the University to develop, implement, and monitor their budgets, ensuring alignment with the Universitys strategic goals.

This position oversees the business and billing offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Financial and Strategic Planning Duties

Responsible for the establishment and maintenance of effective fiscal management systems, policies and procedures, including fiscal strategic planning; debt strategic planning; fiscal processing; financial statement design and preparation; contract compliance and reporting; and other fiscal functions as deemed necessary.

Assures information is accurate and available in a timely manner for the regular audits and preparation of tax returns.

Prepares and maintains long-term financial forecasts for all of the Universitys funds. Monitors both short and long-term internal and external financial and operational developments to ensure that forecasts are current and accurate.

Contributes to the University meeting its strategic objectives by assisting managers in conducting financial analyses of current and proposed activities. Conduct financial analyses for management; oversee analyses conducted by Finance & Accounting staff.

Create and maintain a customer service culture for assigned areas and for managers in terms of financial reporting and judicious budget management.

In conjunction with other senior leadership, manage budget signoff processes on all positions, monitor and approve salary allocations predicated on proper HR practices. Provide short and long-term planning for the University and finance department. Responsible for developing a 3 5-year strategic plan/s including long-term goals and a specific, measurable plan for implementation within planned budget guidelines and provisions, as approved by the President or the Board of Directors.

Budget Preparation Duties

Oversee preparation of the annual budget whereby organizational needs are identified, consensus on priorities is obtained, and this consensus is translated into a financial plan and accounting information useful to management.

Lead the development of procedures that integrate business or strategic planning, annual budget preparation and long-term financial forecasting.

Assure completion of all necessary accounting and forecasting activities necessary for management and strategic issues/planning.

Continuously monitor and analyze external factors, including economic trends, policy changes, and developments in higher education, to ensure that the budgeting process reflects the most current and relevant information. Monitor enrollment analysis quarterly coupled with projection analysis for existing and new programming.

Accounting and Debt Management Duties

Monitor the Universitys financial condition and oversee preparation of the monthly financial statements.

Report the financial condition of the University to the President and the Finance and Administrative Committee of the Board on a monthly basis or more frequently if necessary.

Ensure the timely and accurate preparation of all financial reports and records.

Ensure that grant funds are expended in compliance with grant guidelines and timelines.

Ensure professional, timely, accurate student and patient financial policies with respect to collection practices for tuition, patient care fees and related revenue.

Responsible for University tax filings, audit arrangements and compliance to standards.

Manage government (DOE; DHHS) relationships in terms of work study drawdowns.

Monitor and analyze cash flow; oversees investment activities to ensure appropriate supply of cash and highest possible yield on idle funds while complying with statutory limitations on types of investments.

Maintain excellent relationships with the Universitys bank officials and in that capacity advocate for the University with rating agencies to ensure the highest possible rating for the University.

Negotiate debt agreements and coordinates debt issuance with external financial advisors, bond counsel, etc.

Ensure the timely collection of all accounts receivable.

Negotiate lines of credit as required, invests excess cash efficiently, and manages the Universitys credit cards.

Risk Management and Legal Audit Duties

Retain and monitor appropriate insurance broker relationships for the University for General Liability and Professional Liability.

Manage the Universitys relationship with its legal firm and attorneys and maintain an active and strong liaison with the Universitys auditing firm.

Fund Raising and Public and Intergovernmental Relations Duties

Maintain positive and productive relationships with federal, state and local officials who interface with University financial activities.

Support the Universitys Office of Advancement and general fundraising and development efforts in terms of gift accounting, compliance with 501(c) (3) regulations and guidelines with regard to donations of cash, in-kind gifts, stock transfers, bequests and related contributions to the University.

Supports and contributes to University-wide management initiatives

Monitor, analyze and continuously refine asset and inventory management strategies and systems.

Committee Duties

Member of the NUNM Board Finance and Administrative Affairs Committee [FAAC].

Participate as a member of IT Governance, Institutional Assessment Committee, and member of the senior executive cluster provides administrative and strategic support for the Board of Directors.

Supervisory Duties

This position supervises members of the billing and business departments. Works closely with the human resources/payroll department.

Scope of supervision includes employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Plan and provide education and development opportunities for departmental staff.

EDUCATION/EXPERIENCE

Masters degree required, MBA preferred with a professional designation such as CPA or CMA; 5 years experience in financial management, accounting, budgetary management; higher education experience preferred; (3 years of supervisory experience) or equivalent combination of education and/or experience.

Extensive background in financial management, including the areas of budgeting, financial forecasting/planning, financial analysis, as well as depth of experience in investments, cash management, and debt management. Possess a strategic orientation and a big picture perspective.

Prior successful supervisory experience encompassing hiring, developing, and motivating others.

Experience working effectively with a governing board and external organizations (e.g. banks, auditors, etc.).

Ability to define financial issues and develop and articulate solutions to colleagues, the President, and to the Board of Directors.

Demonstrated success in providing managers with the necessary data for effective and timely decision making, performing financial analyses for projects relating to new program initiatives, location site viability, and investment strategies.

Ability to effectively interact with professional colleagues, both inside and outside the University, as well as with members of civic organizations and volunteer boards, donors, and representatives of other University constituencies.

Ability to function effectively as a team player working closely with the President of NUNM, other senior executives of the University, board members, faculty, and support staff.

Effective organizational skills required including a demonstrated ability to accomplish both broad, visionary assignments as well as complex, detailed projects on a timely basis. Strong conceptual, creative, and problem-solving skills. Ability to efficiently organize and manage large amounts of data, information, records; attention to detail; and well organized.
